Instead of thinking about “national identity,” scholars of nationalism would do well to study nationalism as a process of classification, treating national conflict as disputes over nationalized categories. Disputes over national classification take various forms: patriots argue over which category applies, which categories exist, and which categories have which status. Techniques for imposing classificatory categories also deserve attention. The contributors to this themed issue of Nationalities Papers illustrate the power of analysis based on classification.

During the late 1970s, members of the Polish democratic opposition revised and reinterpreted key elements in the Polish past in support of their contemporary ideas about Polish society and opposition. The birth of the independent press in Poland in 1976 provided these debates with a medium for wide dissemination and discussion. Analysis of democratic opposition debates in the independent press on the Polish–Lithuanian Commonwealth, historic Polish–Russian relations, and the struggle for and achievement of independence in the early twentieth century shed light on the ways in which the democratic opposition perceived Polish society and the legacy of tolerance, diversity, nationalism, and socialism within it. It also reveals the major divisions within the democratic opposition and its primary tactical proposals prior to the birth of the Solidarity trade union in 1980. Forty years later, these debates continue to reverberate.

This article is a short introduction for a special edition on Italian nationhood. The articles that comprise the special edition are the following: From a cosmopolitan to a fascist land: Adriatic irredentism in motion; Erecting fascism: nation, identity, and space in Trieste in the first half of the twentieth century; Building Italianità in northern Adriatic: The case of population from Pola.

Recent years have brought a remarkable shift in the theory of political representation. Our understanding of representation has moved beyond the traditional static and unidirectional approach, which envisions representatives as simply responding (more or less successfully) to their constituents' needs and demands. We now know that representation is a dynamic and multidirectional process in which the representatives' claims at least partially construct the constituents' interests (Saward 2010). Thus, constructivist scholars have convinced us that representation is not merely about responding to the preexisting and static interests of constituents; rather, it is a dynamic process in which representatives also construct their constituencies' interests, views, and perceptions through the claims-making process. This theoretical shift is most often advanced in discussions of women's representation (Campbell, Childs, and Lovenduski 2010; Celis et al. 2014), but it is bound to have a strong impact also on the study of ethnic minority representation in contemporary democracies. Indeed, if representation is a two-way process through which politically relevant constituencies are constructed, this should apply to ethnocultural minorities, whose “groupness” (Brubaker 2004) cannot be taken as fixed and prepolitical.

This article draws upon ethnographic research which was conducted among young Cossacks (members of officially registered and informal Cossack clubs) in southern Russia. It presents young people's participation in the Cossack “nativism” as a physical and material mode of socialization into the mnemonic community. The research puts forward an argument that such corporal and sensorial experiences is effective in recruiting some young members to the Cossack movement. At the same time, the performative character of neo-Cossack identity destabilizes contemporary Cossacks' claims of authenticity related to the status of the legitimate heirs of historical Cossackdom. At the more general level of discussion this paper juxtaposes bodily activities, social memory, and revivalist discourses.

Following the collapse of empires and the subsequent founding of self-determined nation-states, East Central Europe experienced a turning point after World War I. The new states had to transform themselves from branches of a multi-ethnic empire to independent nation-states, as well as from a system of monarchy to democracy at the same time. We argue that one cannot really understand why democracy failed in almost all East Central European states after World War I if one does not take into account the extreme challenges of this “double transformation” consisting of the interactions of the two tightly interwoven processes of nation formation and democratization. Therefore, we deem it necessary to develop a broader research program that addresses the complex interlacement of these two fundamental transformations of politics and society.

This paper aims to extend the focus of ethnic minority research in two ways: first, by introducing the notion of constitutive representation of ethnicity and second, by operationalizing accountability for empirical research of minority representation in accordance with the constructivist representative turn. The paper suggests that the analysis of ethnic minority representation would be significantly refined if it adopted a more constructivist understanding of representation. Consequently, we need to move beyond traditional understanding of accountability as reelection. As a response, previous research has introduced more discursive and plural ways of understanding accountability. This paper contributes to these theoretical advancements by developing methodological tools for evaluating minority representation. The paper suggests that there are three systemic conditions necessary for the accountability of minority representatives: publicity, competition, and outlets for objection. Based on them, the paper develops 18 indicators for evaluating minority representation. The system accountability indicators allow us to extend our research beyond the identification of minority claims and try to explain the differences among those who claim to represent minorities.

Ethnic territorial autonomy (ETA) is an institutional way to ensure simultaneously the integrity of the state and the rights of ethnic minorities through preferential policies in certain ethnically sensitive spheres. Language preferential policies differ greatly across multilingual ETAs and can be analyzed through the concept of “language territorial regime” (LTR). In this paper, we examine LTRs along two dimensions: (1) the scope of state regulation of language use and (2) the way language rights are perceived and used. The first considers the depth and universality of state regulation of language use – “strong” or “weak.” The second concerns whether the community's approach to language rights is symbolic or pragmatic. The combination of these two dimensions allows the categorization of LTRs into four main classes: “strong parting-regime,” “strong pooling-regime,” “weak pooling-regime,” and “weak parting-regime.” A comparison of South Tyrol, Vojvodina, and Wales allows conceptualizing LTR as a system of de jure institutional arrangements of linguistic issues and practice of self-organization and perpetuation of multilingual communities.

This article discusses the transformation of the urban space after World War I in the former Habsburg port city of Trieste. It reveals the key role played by the newly annexed northeastern Adriatic borderland in the national symbolism of postwar Italy, and it indicates how slogans and notions of Italian nationalism, irredentism, and fascism intertwined and became embodied in the local cultural landscape. The analysis is mostly concentrated on the era between the two world wars, but the aim of the article is to interpret the interwar years as part of longer term historical developments in the region rather than a break in its history. Looking at how monuments, buildings, and spatial planning in general functioned as ideological and national marking, and how this helped to shape the nation in a multi-ethnic town, this article seeks to contribute to a better understanding of changes as well as continuities in the modern history of south-central Europe. It argues that even if the cityscape had undergone drastic changes in its aesthetics after World War I, its ideological language was rooted in prewar nationalism and continued to support the local urban palimpsest in the Cold War.

The study explores the phenomenon of popular violence in the first months and years after the end of World War I on the basis of a comparison between the Bohemian lands, forming the central part of the newly established Czechoslovakia, and Austria, as another successor state to the former Habsburg monarchy. Aside from the continuities, new forms of violence increasingly emerged in the first years after the end of the war, and also the “language” of violence was transformed. While in Czechoslovakia, the framework within which people were learning to understand the new world was shaped by the national and republican discourse oriented to the future, in Austria the collective identities and mentalities were being formed along the lines of particular party political blocks. In both cases, the nationalization and politicization of violence respectively contributed to the emergence of new forms of popular violence; but at the same time they could also be used for its de-escalation, necessary for the re-integration of society disrupted by the wartime experience. However, even if both countries went out from the war on different paths, the violence stayed part of their political culture and it could be mobilized again.

This article examines Russia's civics and history test, which has been mandatory, since January 2015, for millions of labor migrants applying for a work permit. An analysis of the test's content and of the context in which it was adopted provides a strong case to study how autocracies can use civics tests as instruments of control. Specifically, I argue that the test must be understood in light of Russia's state-sponsored nationalism, latent xenophobic sentiments, and its increasingly restrictive and incoherent migration policy. Not only are many questions irrelevant or disconnected from migrants' everyday concerns: their personal experiences of paying bribes, obtaining fake certificates, or being harassed by the police often contradict the correct answers on the exam. While it is doubtful that this test – along with several other new requirements imposed on migrants – will dissuade foreign laborers to seek employment in Russia, it is bound to make them even more vulnerable to bribes.

This paper examines the nineteenth-century census as an early information technology and a medium for the transnational exchange of ideas in the nineteenth century. In particular, it considers how the ideas discussed by the International Statistical Congresses were directly applied in the newly established kingdom of Bulgaria in the first censuses from 1881 to 1888. It then examines how the legacy of Ottoman rule and the categories of the nineteenth-century Ottoman censuses unconsciously influenced the first census of Bulgaria, despite the desire of the new rulers to mark a significant break with the past. It also demonstrates how the nationalist feeling in the multiethnic former territory of the Ottoman Empire influenced the seemingly neutral categories of the first census. These categories then began to produce an implicit representation of the ideal Bulgarian citizen and so started the process of exclusion of the Turkish-speaking or Muslim population from full membership of the new body politic.

This article explores Adriatic irredentism, a complex political, cultural, and social movement, by specifically analyzing the unique role it played in the legitimization of Italian territorial claims over “language frontiers” such as Trieste and its hinterland. Through a close reading of first-hand sources, it examines how Italian irredentist intellectuals, public press, and associations purposefully utilized anti-Slav and anti-German arguments to shape public perception of both the Italian nation as well as Trieste's Italian identity or “Italianità.” Although recent historiographical interpretations have emphasized continuities in local understandings of “Italianità,” this article examines the discontinuities in the debate over its identity. It suggests that although Italian identity was first conceived as an expression of cultural and linguistic autonomy within the broader intellectual framework of Adriatic multi-nationalism, this idea gradually vanished amidst the structural crisis triggered by the Ausgleich or Compromise of 1867 and then inexorably faded on the eve of the Great War. Thus, notions of Italian national identity took an exclusionary and sometimes xenophobic meaning that was publicly used by a wide set of political actors to justify the territorial reincorporation of the “unredeemed” land within the borders of the new Italian state. The fascist regime, especially, utilized Italianness to further its aggressive and chauvinist agenda toward the Adriatic borderland. Consequently, Italian language and culture became instruments as well as symbols of repression and imperialism that were used to fulfill the regime's ambitions of “fascistization” of the Slavic population living in the region.

For more than 100 years, ethnographic accounts have highlighted the non-nativeness of the Komi diaspora to the Kola Peninsula, contrasting it with the indigenous Sami population. Their legal status there has been a vexed issue unresolved by Tsarist administrators, Soviet ethnic policies, present-day ideas of multiethnic civic nation, and global indigenous activism. In the everyday life, however, there are no apparent differences between the two ethnic groups and their traditional lifestyles in the rural area of Murmansk region. Juxtaposing historical ethnographic accounts on the Izhma Komi with my fieldwork experiences among the Komi on the Kola Peninsula, I show how ethnographers uphold dominant ideologies and promote different state policies. The ambiguous ethnic and indigenous categorizations from their accounts reverberate in popular stereotypes, political mobilizations from below, and state policies from above. In this way, they make an interesting case for the practical problems of generalization and essentialism.

Since the end of the second Chechen campaign, the North Caucasus counterinsurgency has experienced the shift from military involvement toward prevalence of law enforcement instruments. This paper discusses the composition of repressive tactics that the Russian state developed as a result of the two decades long evolution of a counter strategy designed to eliminate illegal armed groups operating in the North Caucasus. It is focused on the late stages of conflict (2007-2014) when the violence that had spread across the region started in the early 2000s had symbolically culminated in 2007 with the proclamation of the Caucasian Emirate. This paper advances a reconceptualization of the Russian counterinsurgency by devising an analysis of indiscriminate and discriminate repressive tactics. It demonstrates that security agencies incorporated more selective uses of violence into their tactics, thereby reducing the number of indiscriminate violent actions to an insignificant level. Moreover, along with selective violence, security institutions reinforced their effort by conducting preventive work such as the detection of secret caches of weapons, seizures, and arrests. Findings regarding the current composition of repressive tactics are illustrated by means of new disaggregated media-based data that were especially collected and analyzed to form the basis of this research.

This paper examines the question of why the countrywide 1920 parliamentary election in Czechoslovakia was postponed in its eastern borderland, Podkarpatská Rus, by putting this event into a context of simultaneous processes of democratization and nationalization, described here as the “double transformation.” The territory in question was inhabited by a Ruthenian majority, who received the support of the government in Prague; a Jewish population without clear preferences regarding their loyalties and aims; a still-influential Hungarian minority; and finally, a Czech-dominated state administration. The aim of the state administration was to let the ethnically mixed population of Ruthenia vote for its parliamentary representatives in the most democratic way possible. However, this intention clashed with the realities in place: old loyalties of the local population toward the Hungarian elites, Hungarian revisionism, a lack of governance, and security issues. Complicating the situation, Romanian troops still occupied the eastern part of Ruthenia as a result of the war among Czechoslovakia, Hungary, and Romania in 1919; Romanians claimed part of the territory for their own nation-state. Faced with these thorny issues, the Czechoslovak state administration felt constrained to postpone the elections until 1924.

The classificatory efforts that accompanied the modernization of the Habsburg state inadvertently helped establish, promote, and perpetuate national categories of identification, often contrary to the intentions of the Habsburg bureaucracy. The state did not create nations, but its classification of languages made available some ethnolinguistic identity categories that nationalists used to make political claims. The institutionalization of these categories also made them more relevant, especially as nationalist movements simultaneously worked toward the same goal. Yet identification with a nation did not follow an algorithmic logic, in the beginning of the twentieth century, sometimes earlier, various nationalisms could undoubtedly mobilize large numbers of people in Austria-Hungary, but people still had agency and nationness remained contingent and situational.

The main goal of the paper is to understand how substantive representation of minorities works through ethnic parties and what the relationship between substantive and descriptive representation is in this specific case. Focus on the traditional understanding of substantive representation is common when analyzing the representation of minorities and marginalized groups, but only a few studies look at the substantive representation of national minorities from a constructivist approach, and even fewer are centered on Central and Eastern Europe. The paper argues that besides ethnicizing their demands, representatives of minorities have a wide array of strategies to achieve their goals. Using the parliamentary representation of Hungarians in Romania as a case study, I show that the strategies chosen in ethnic claims-making are context-dependent: ethnicizing messages are used only in specific cases, while de-ethnicization is applied in debates thought to be important for their community. These are part of a bargaining process that help representatives to achieve their goals. Thus, the paper broadens the debate on substantive representation and has implications in coding, as most of the studies addressing the issue assume that descriptive representatives, in order to provide substantive representation, must ethnicize their demands.

This article examines how defendants on trial at the International Criminal Tribunal for the former Yugoslavia (ICTY) appropriate the tribunal as a platform for national myth and group making. Specifically, the article analyzes Radovan Karadžić and Vojislav Šešelj's “performances” at The Hague in order to highlight the particular ways in which the defendants craft and mobilize the nationalist narrative. The article introduces the phenomenon of “the war criminal cult” and traces three stages of its production, including the defendants' collectivization of guilt, epitomization of The Hague as the ultimate enemy of the nation, and construction of “Serbs” as the biggest victims of international justice and of themselves as martyrs befallen with the task of defending the dignity of the nation. The “war criminal cult” is thus “made” in conversation with the “imperial West” in a collective narrative that contests the legitimacy and the intention of The Hague while disguising individual responsibility.

The article analyzes the process of building italianità in the case of migration of population from Pola/Pula that started as early as May 1945 and culminated in an organized process that officially began on 23 January 1947 and lasted until 20 March that same year. The article sheds light on the premises of that identity by analyzing complex activities of the Italian authorities who wanted to “defend Italianism” in Pola/Pula, as well as in other border areas of former Venezia Giulia. At the state level, they were mainly carried out by the Office for the Julian March/Ufficio per la Venezia Giulia and following reorganization beginning at the end of 1946 by the Office for Border Areas/Ufficio per le Zone di Confine, and at the local level by a network of pro-Italian organizations and groups. Analysis contributes to the understanding of the top-down and bottom-up italianità building process. On the local level, common identity was built upon the myth of the patria, reiteration of traumatic/“wounded” memories and victim presentation of the “Italian” population, fear to be separated from the patria, and unjust peace treaty propaganda. Simultaneously, the “Italian” population understood the Italian state as their defender.
