There is a burgeoning literature that suggests that, across a number of social policy domains, ‘Scotland is different’. Hitherto however, race equality policy has been largely overlooked and this article addresses this within the context of recent and historical developments in a devolved policy context. Adopting a mixed-method case-study analysis, including thirty-two semi-structured interviews with civil society and Scottish Government, the article shows how policy actors lack a consensus on the underlying causes of racial inequality, in ways that may impede policy making. In this sense, the article shows how Scotland ‘orbits’ around existing settlements, rather than necessarily setting off in a new course that goes beyond the fact of contingency. The implications of this analysis have a much broader relevance, including an account of how race equality policy opportunities encounter political obstacles, in a way that bears both specific and generalizable qualities. These include the role of policy coalitions in holding and promoting a coherent set of positions, the particularity of race as an idea or ‘cognitive problem’, and how prevailing narratives about national identities can feed into this process.

Drawing on participatory research with people living in poverty, this article details the possibilities inherent in this research tradition and its particular applicability and as yet often unrealised potential for poverty and social security research. The dominant framing of ‘welfare’ and poverty foregrounds elite political and politicised accounts, which place emphasis on individual and behavioural drivers of poverty, and imply that the receipt of ‘welfare’ is necessarily and inevitably problematic. A large body of academic evidence counters this framing, illustrating the extent to which popular characterisations are out of step with lived realities. What is often missing, however, are the voices and expertise of those directly affected by poverty and welfare reform. This article argues that placing experts by experience on poverty at the centre of research efforts is best understood as constituting a direct challenge to the marginalising and silencing of the voices and perspectives of people living in poverty. While this hints at participatory research’s great potential, it is vital also to recognise the inherent challenges of taking a participatory approach. Significantly, though, participatory research can undermine popular characterisations of poverty and welfare and provide opportunities for alternative narratives to emerge, narratives which could contribute to the building of a pro-welfare imaginary over time.

This study contributes to the international literature on welfare dynamics, by providing a differentiated picture of paths through the means-tested Basic Income for recipients who are capable of working, after the reorganisation of the basic income system in Germany in 2005. We analyse the employment and benefit trajectories of individuals who became recipients for the first time between 2007 and 2009 by methods of sequence and cluster analysis based on representative administrative individual data. We find a significant polarisation between long-term recipients and those with an early exit from benefit receipt via full-time employment. One in three new recipients remains in benefit receipt for the next years and shows almost no employment activities. Approximately 23 percent leave benefit receipt quickly and work in full-time employment. Several other different paths exist between these two poles. These heterogeneous trajectories should be characteristic for broad basic income systems and require a variety of policies that in part are beyond labour market policies.

Although the German economy managed the last economic recession comparatively well, it suffers from high and stagnating long-term unemployment and benefit receipt. This article is the first to study the duration and determinants of welfare benefit (“unemployment benefit II”) receipt in Germany as a whole, with special attention on duration dependence. The recipients of the means-tested household benefit are not necessarily registered as unemployed, but are, for example, employed with insufficient earnings, in training measures or economically inactive. Due to the heterogeneous situations of welfare recipients, separately studying welfare receipt and unemployment is necessary. By using exceptionally rich administrative data on a 1% random sample of welfare recipients from between 2005 and 2014, we estimate discrete-time hazard rate models that control for unobserved heterogeneity. The first benefit and unemployment episodes for first welfare recipients between 2006 and 2012 (n = 26,163) are traced monthly until 31 December 2014. Recipients leave unemployment more quickly than welfare. Sociodemographic characteristics, labour market resources and the duration seem to affect both processes. Household composition is less important for leaving unemployment than for leaving welfare. Overall, the results indicate that leaving unemployment and leaving welfare receipt are two different processes that need distinct policies.

This article applies the concepts of the financial-subject and micro-foundation of financialisation to young workers’ experiences with Hong Kong’s financialised pension regime. The results of our qualitative analysis show that many respondents doubt and belittle their financial investment for retirement. In response to the compulsory investment required by the government and the fact that their aspirations for security in later life seemed unfulfilled, some young workers undertook ‘uninformed’ investment and ‘age-led’ risk taking. The findings also show that employment precarity translates into investment precarity owing to workers’ unstable incomes and contributions; labour inequalities are reflected in financial inequalities. Arguably, the neoliberal crafting of the young financial-subject, including constructions of financial irresponsibility, irrationality, and illiteracy, is fraught with tensions, turning workers into investors and using finance to satisfy socio-economic needs. It contributes to social policy studies by connecting selfhood and institutions, and calls for questions about the future of financialised pensions.

In light of social policy’s growing focus on children and a changing family policy portfolio, we need better classifications and a more nuanced understanding of policy approaches to children. The aim here is to contribute to further thinking and analysis by reviewing some of the existing conceptualisations and the latest relevant policy developments on the one hand and developing an analytic framework for further research on the other. The article takes an EU-wide approach and empirically examines developments in income support policy, parenting-related leaves, early childhood education and care and children’s right to participation to see what they reveal about prevailing approaches to children. The paper identifies some strong moves towards a greater focus on children in social policy but suggests differentiating between three different approaches: family-oriented, childhood-oriented and child-oriented. These approaches differ in terms of whether their primary focus is on children or adults, whether they engage with children directly or indirectly, the set of entitlements involved and the desired outcome.

Sweden is often considered a forerunner in family change and developments towards less gendered family production patterns. In this study, we focus on recent developments towards more gender-equal sharing of parental leave in Sweden. We explore how fathers’ use of parental leave has changed over time before and since the turn of the century. As the parental leave benefit is individual and earnings-based, we examine how fathers’ individual socio-economic and demographic characteristics are associated with their parental leave uptake over time, to determine whether there are forerunners and laggards in recent family change. Multinomial logistic regression models were applied to data from national registers. Our study demonstrates a bifurcation in trends in recent decades. This is associated with the extension of reforms that reserve part of the leave for fathers, the so-called “daddy months”, but stretches beyond the impact of any such reforms. Taking a long leave of over two months was pioneered by better-educated residents of metropolitan areas and surrounding suburbs, as well as Swedish-born fathers. Young fathers, low-income earners and foreign-born fathers lagged behind in these developments. We regard the unstable labour market situation of the latter as a contributing factor in widening social inequalities in family-related behaviour.

The basic income (BI) scheme is a fundamental reform of the welfare state that has recently gained widespread attention. Proposals for different variants of BI schemes have emerged to account for varying political and societal goals. This study investigates what citizens think about the idea of a BI, and to what extent citizens’ perceptions depend on the exact design of such a scheme and the context in which this policy is embedded. Empirically, we rely on conjoint experiments conducted in Finland and Switzerland – the two countries in which the introduction of a BI scheme has recently been discussed most intensely. We find that the level of public support for BI is higher in Finland than it is in Switzerland. Moreover, despite the contrasting designs of the BI proposals in the two countries, both Finnish and Swiss citizens tend to favor more generous schemes restricting non-nationals’ access to the provision.

Metaphors are inescapable in human discourse. Policy researchers have suggested that the use of particular metaphors by those implementing policy changes both influences perceptions of underlying reality and determines what solutions seem possible, and that exploring ‘practice languages’ is important in understanding how policy is enacted. This paper contributes to the literature exploring the generative nature of metaphors in policy implementation, demonstrating their role in not just describing the world, but also framing it, determining what is seen/unseen, and what solutions seem possible. The metaphor ‘care pathway’ is ubiquitous and institutionalised in healthcare. We build upon existing work critiquing its use in care delivery, and explore its use in health care commissioning, using evidence from the recent reorganisation of the English NHS. We show that the pathways metaphor is ubiquitous, but not necessarily straightforward. Conceptualising health care planning as ‘designing a pathway’ may make the task more difficult, suggesting a limited range of approaches and solutions. We offer an alternative metaphor: the service map. We discuss how approaches to care design might be altered by using this different metaphor, and explore what it might offer. We argue not for a barren language devoid of metaphors, but for their more conscious use.

Proceeding population aging might fuel generational conflicts about the distribution of welfare state resources in the future, but the existing evidence on the extent of generational cleavages in attitudes towards the welfare state is mixed. We argue that these mixed findings are partially related to an underestimation of trade-offs on the level of individual preferences. Using novel data from a survey experiment conducted in eight Western European countries, we show that age-related self-interest is an important determinant of social policy preferences. When elderly respondents are confronted with hypothetical cutbacks in pensions, they are much less likely to support additional education spending. However, we also find evidence for a mediating effect of social trust: high-trusting elderly individuals are more likely to support education spending – contrary to their narrow self-interest – than low-trusting elderly.
