The adoption by the International Civil Aviation Organization of the MNPS requirement in the North Atlantic Region was based on two premises:
(i) The need to maintain an acceptable level of safety in an ATC environment in which a major systems change was taking place—the withdrawal of the Loran A Navigational System on 31 December 1977.
(ii) The evidence of an option to take economic advantage of the provision of advanced navigation systems now being used by the majority of traffic operating in the Region. This advantage would be a reduction in the lateral separation minima.
