This paper examines the emergence of the corporeal turn in International Relations (IR) research on war. It argues that a lack of a sustained ontological investigation leaves open two theoretical gaps, which impedes the development of an embodied theory of war: (1) the core concept of a body and its linkages with war are underdeveloped, and (2) existing research on the embodiment of war slips into discursivism or empiricism. The paper invites the corporeal turn scholarship to bring ontology to the forefront of IR war research and to expand a pool of theoretical resources for analyzing the corporeality of war by turning to existential phenomenology. With the phenomenological concept of the lived body placed at the heart of war ontology, war is conceived as a complex social institution with the generative powers born out of the capacity of the violent politics of injury to disrupt the lived bodies' sense-making and agential capacities, on the one hand, and the potential of individuals and communities to reclaim their interpretive integrity and agency through embodied everyday practices, on the other.

Throughout the 20th century, women were leading intellectuals on International Relations (IR). They thought, wrote, and taught on this subject in numerous political, professional, intimate, and intellectual contexts. They wrote some of the earliest and most powerful theoretical statements of what would later become core approaches to contemporary international theory. Yet, historical women, those working before the late 20th century, are almost completely missing in IR's intellectual and disciplinary histories, including histories of its main theoretical traditions. In this forum, leading historians and theorists of IR respond to the recent findings of the Leverhulme project on Women and the History of International Thought (WHIT), particularly its first two book-length publications on the centrality of women to early IR discourses and subsequent erasure from its history and conceptualization. The forum is introduced by members of the WHIT project. Collectively, the essays suggest the implications of the erasure and recovery of women's international thought are significant and wide-ranging.

Differentiation is a foundational premise in the study of middle powers, as evident in the way that the relevant literature distinguishes these states from the great powers and smaller states. Despite the underlying assumption of differentiation, the middle power literature has rarely engaged theoretically with the concept. This paper seeks to make more explicit this basis of differentiation in the study of middle powers, by advancing a new framework for middle power behavior that draws on differentiation theory. The framework makes the case that it is the differentiated structure in international politics – a departure from the dominant neorealist understanding of structure – that enables the behavior of middle powers. The effects of this differentiated structure are activated by the relative, relational, and social power politics that middle powers engage in, in a particular time and place. Through this process, middle powers are able to leverage their ‘middlepowerness’ in international politics by weakening stratification particularly where the great powers are concerned, and strengthening functional differentiation through taking on key and distinctive roles. By putting differentiation at the core of a framework for middle power behavior, the paper strives to make a constructive contribution to the theorizing of middle powers.

The paper introduces a new explanation of international order that focuses on representants. Representants are practices, artifacts, and language that stand in for the international system's units in international fora. They are crucial for International Relations (IR), given that IR deal with a macro-realm that can never be fully present, but needs to be made concrete in specific localities. Representants have four interrelated effects: (1) they define the units of the international system; (2) they legitimize them; (3) they provide them with differential degrees of power; and (4) they serve as tools for governing. When representants are seriously challenged, orders are in crisis; when new representants emerge, a new order has taken hold. The paper develops a mechanism of change emerging from struggles over representants. It studies the transition from the medieval order of universal monarchy to an order of divine right absolutism. Representants, such as gothic cathedrals, the mass, and coronation rituals maintained the medieval hierarchical order with the pope/emperor at the apex. The Reformation provided the last step in kings' challenge to the medieval order. Kings adapted existing representants, so that they would portray the independence of kings from the papacy/emperor, and simultaneously position kings above feudal lords.

A diverse range of actors, from practitioners and academics to civil society groups and activists, appear to see hope in international law for the advancement of their causes. This paper examines whether this optimism is well-founded. It explores whether international law can serve as an agent of social change, and whether it can accommodate radical changes in social order. It begins by exposing a formalist stance that is immanent to much ‘legal activist’ discourse. It then explores links between this mode of jurisprudential thought and idealist epistemology. Drawing from the philosophy of Theodor Adorno, and in particular his notion of ‘identity-thinking’, it uncovers structural connections between formalism, idealism, law, and economy that call into question international law's socially-transformative potential. The perspective advanced in this paper falls somewhere between the polarities of opportunity and impasse, seeking to acknowledge the importance of legal strategies in safeguarding the disenfranchised, while remaining alive to their potential dangers and limitations.

This essay critically assesses the Tianxia Theories, a line of indigenous International Relations (IR) theorizing in China organized around the concept of Tianxia (‘all-under-heaven’). My goal is to tackle a seemingly prevalent issue among non-Western IR theories, that is, the indigenous scholars' subservience to state cues and often uncritical attitude toward their own ethnocentrism. To that end, I strategically target a recent contribution to this scholarship that explicitly seeks to articulate a non-ethnocentric theory: Xu Jilin's New Tianxia-ism (xin tianxia zhuyi). I first examine the main thesis of New Tianxia-ism to reveal its internal tensions. Then I examine what enables the formulation of New Tianxia-ism from a discursive perspective. I argue that a particular subject position, to which I refer as the ‘Sinocentric Subject’, plays an instrumental role in enabling contemporary Chinese intellectuals to think along the logics of New Tianxia-ism. The result, however, undermines the agenda to articulate an alternative theory that rectifies the ethnocentrism in IR. In conclusion, I suggest that Chinese indigenous scholarship ought to engage more critically the ideological inclination and the politics of knowledge within its own epistemic community.

Concerned about the continued dominance of Western International Relations (IR) theories, the global IR community has proposed various measures to address disciplinary hierarchies through encouraging dialogue and pluralism. By investigating the pedagogical preferences of instructors from 45 countries, this paper questions the global IR initiative's emancipatory potential, arguing that disciplinary practices in IR resemble those of dependent development. The study develops a new typology of IR theoretical (IRT) scholarship and examines the readings assigned in 151 IRT syllabi worldwide for evidence of similarity, replication, and assimilation. The findings show that mainstream core IRTs dominate syllabi globally, regardless of region, language of instruction, or instructors' educational/linguistic backgrounds. This domination extends to periphery scholars not using their own local products. Even when they do seek alternative approaches, they prefer to import core alternatives, that is, critical traditions, rather than homegrown IRTs. Finally, the results show that even in syllabi taught in local languages the readings remain dominated by core IRT works. These findings expose a structural defect in the current cry for global IR, by revealing the system's dependent development paradox. The paper concludes with suggestions for creating a symmetric interdependent structure, in the aim of achieving a genuine globalization of IR.

The idea that international law and institutions represent cooperative means for resolving inter-state disputes is so common as to be almost taken for granted in International Relations scholarship. Global-governance scholars often use the terms international law and cooperation interchangeably and treat legalization as a subset of the broader category of inter-governmental cooperation. This paper highlights the methodological and substantive problems that follow from equating ‘global governance’ with ‘international cooperation’ and suggests an alternative. The traditional model applies liberal political theory to the study of international institutions and interprets global governance as the realization of shared interests. It deflects research away from questions about trade-offs and winners or losers. In place of cooperation theory, I outline an overtly political methodology that assumes that governance – global or otherwise – necessarily favors some interests over others. In scholarship, the difference is evident in research methods, normative interpretation, and policy recommendations, as research is reoriented toward understanding how international institutions redistribute inequalities of wealth and power.

This article examines international criminalization, the process by which particular acts come to be established as international crimes in world politics. While international legal scholars suggest international criminalization constitutes a legal process that centres on international legal codification, this article argues, by drawing upon the insights of constructivist International Relations scholarship, that it is better conceived as a social process. More specifically, the process of international criminalization involves the development of an international social consensus on international criminality, which takes hold in international society following diplomatic negotiations between social actors. Furthermore, international criminalization embraces a two-stage process that requires, firstly, the emergence of an international criminal norm and secondly, the translation of that norm into an international legal proscription. Using these conceptual insights, the article analyses, through a close analysis of international archival documents, the historical emergence of genocide, in order to demonstrate how its proposed conceptualization of international criminalization can better explain how and why this act was specifically established as an international crime. In doing so, the article offers an alternative account of genocide's criminalization which, unlike the existing literature, goes some way towards uncovering the processes of social construction that informed its establishment as an international crime.

Important scholarship in International Relations (IR) theory engages with the utopian tradition in order to render it ‘realistic’, whereby ‘failed’ utopian projects become necessarily unrealistic, and anti-political. The paper suggests such scholarship is informed by a narrow chronotic register, and a dichotomous ontology of chronos and kairos derived in part from the work of Karl Mannheim and E.H. Carr. As such, utopian scholarship in IR constructs a self-reinforcing relationship between change and realism, whereby only ‘realistic’ interventions can affect normatively desirable change, and therefore only interventions that are possible under current social and political conditions are normatively desirable. Drawing on the idea that the quest for utopia must always fail, the paper suggests that IR theory should be far more attuned to ‘failure’ than as simply a phenomenon that helps define the boundary between the realistic and unrealistic. The paper draws on non-canonical literatures from utopian studies and anarchism, to furnish an alternative ‘no-point’ form of utopianism that dissolves the chronos/kairos binary and thus engages neither in universalist and violent end-point, nor institutionally compromised ‘mid-range’ utopianism. This acts to reconceptualise ‘failure’ in excess of itself, a productive site for IR scholarship, and a political archive for movements and struggles to learn from.

Bounded rationality and practice theory have both become popular theories of action for major strands of work in constructivist and rationalist International Relations (IR). Based on this observation, I make two arguments. The first is that although they underpin what are generally seen as opposed theoretical camps in IR, bounded rationality and practice theory share two fundamental assumptions. They both accept that how agents process information and make decisions depends on where they are situated in social space, and where they stand in historical time. In turn, these shared assumptions imply that they agree on the existence of a common type of change: change in terms of how groups of people process information and make decisions over time. My second argument is that by studying this type of change, it is possible to shed new light on major transformations of international relations, and that one way of engaging in this type of research is to study international practitioners' education over substantial time periods. With these arguments, this article makes a methodological contribution to the study of change in historical international relations and charts a practical course for pluralist dialogue in IR.

In the English School, the relationship between international and world society has recently received increasing attention – conceptually and empirically. Adding to this developing literature, we study how world societal actors not only serve as normative counterpoints to international society or function as norm-entrepreneurs, but decisively contribute to its reproduction. Going beyond the common preoccupation with actor types, we focus on practices that are performed on the international stage. We examine the role which world sport events, especially FIFA's World Cup and the infrastructure of football, play for international society. Building on Wight, we conceptualize world sport events as a (world societal actor driven) derivative primary institution of international society, which is embedded within the particularly hybrid master primary institution of sites and festivals. We find that world sport events allow for the ludic and festive reproduction of key primary institutions (like sovereignty, territoriality, and nationalism), while they highlight how members of international society compete on the basis of shared norms and values. Naturalizing world order as international order, they make international society emotionally experienceable as feasible and desirable at a global level. In performing world sport events, world societal actors uphold rather than challenge international society.

Alexander Wendt's Quantum Mind and Social Science hypothesizes that all intentional phenomena, including both psychological and social facts, are macroscopic quantum mechanical processes. Whether right or wrong, the suggestion highlights the fact that the social sciences, including IR, have until very recently never systematically discussed the potential relevance to our work of the quantum revolution a century ago. According to Wendt, that has left social scientists today – positivists and interpretivists alike – operating from an implicit and impoverished 19th century worldview that cannot accommodate important facts about human subjectivity. This symposium features critiques of Wendt's vision from multiple perspectives and a response, for one of the first airings of the classical-quantum debate in an IR context.

Transitional Justice (TJ) focuses on the processes of dealing with the legacy of large-scale past abuses (in the aftermath of traumatic experiences such as war or authoritarianism) with the aim of fostering domestic justice and creating the basis for a sustainable peace. TJ however also entails the problem of how a torn society may be able to become a self-determining member of a just international order. This paper presents a minimal conception of TJ, which departs from Rawls' conception of normative stability of the international order, which suggests disentangling the two goals of fostering democracy within torn societies and TJ itself. The scope of TJ is therefore limited to enabling these societies to create minimal internal conditions for joining a just international order on equal footing. This paper makes an original contribution to two different debates, namely normative research on TJ, and post-Rawlsian literature in general. First, it provides a new direction for normative theorizing about TJ which takes both its domestic and international dimensions seriously into consideration. Second, it extends Rawls' political liberal outlook to an area where it is not usually understood to apply.

How did Kenneth Waltz read canonical theoretical texts? Waltz understood himself first as a political theorist and remained committed to interpreting political thought throughout his career. This paper briefly delineates Waltz's method for reading political theory. I identify four elements of Waltz's approach: it was purposive, explanatory, textualist, and anti-esoteric. First, he thought texts could best be linked to one another and compared purposively, by aligning the questions they asked. Second, he understood the primary purpose of theoretical texts to be explanatory: normativity was a secondary concern. Third, he was a relatively strict textualist, taking little interest in historical context. Fourth, he took no account of esoteric writing. I then track his intellectual influences, through his graduate training and early academic career. I show this set of methodological tenets was, taken together, largely his own invention. I argue Waltz's reading method shaped his own theoretical work, providing concepts and informing his structural and parsimonious style of theory. I track these effects in his later theory-building project in Theory of International Politics. By extension, I suggest, his approach influenced much of postwar International Relations theory, both in terms of its specific conceptual toolkit and its approach to theory as such.

The recent ‘emotion turn’ in international theory is widely viewed as a cutting-edge development which pushes the field in fundamentally new directions. Challenging this narrative, this essay returns to the historical works of Walter Lippmann to show how thinking about emotions has been central to international theory for far longer than currently appreciated. Deeply troubled by his experience with propaganda during the First World War, Lippmann spent the next several decades thinking about the relationship between emotion, mass politics, and the challenges of foreign policy in the modern world. The result was a sophisticated account of the role of emotional stereotypes and symbols in mobilizing democratic publics to international action. I argue that a return to Lippmann's ideas offers two advantages. First, it shows his thinking on emotion and mass politics formed an important influence for key disciplinary figures like Angell, Morgenthau, Niebuhr, and Waltz. Second, it shows why the relationship between emotion and democracy should be understood as a vital concern for international theory. Vacillating between scepticism and hope, Lippmann's view of democracy highlights a series of challenges in modern mass politics – disinformation, the unintended consequences of emotional symbols, and responsibility for the public's emotional excesses – which bear directly on democracies' ability to engage the world.

This paper contributes a novel way to theorise the power of narratives of nuclear weapons politics through Kenneth Burke's concept of entelechy: the means of stating a things essence through narrating its beginning or end. The paper argues that the Manhattan Project functions narratively in nuclear discourse as an origin myth, so that the repeated telling of atomic creation over time frames the possibilities of nuclear politics today. By linking Burke's work on entelechy with literature on narrative and eschatology, the paper develops a theoretical grounding for understanding the interconnection of the nuclear past, present, and future. The paper supports its argument by conducting a wide-ranging survey of academic and popular accounts of the development of the atomic weapon in the US Manhattan Project. It reveals a dominant narrative across these accounts that contains three core tropes: the nuclear weapon as the inevitable and perfected culmination of humankind's tendency towards violence; the Manhattan Project as a race against time; and the nuclear weapon as a product of a fetishized masculine brilliance.

How burdens of proof are allocated in science has an important bearing on how new knowledge develops. Usually, the burden is on new theories to prove their worth relative to a default, baseline of knowledge that is considered established and secure. However, in the case of classical vs. quantum social science matters are not that simple because the long-standing classical default has itself already failed to pass crucial tests, which has spurred the search for quantum solutions instead. Part I of this paper, therefore, tries to ‘re-balance’ the burdens of proof with Quantum Mind and Social Science’ critics, by highlighting two significant limits to date of classical thinking about the mind and society: the philosophical problem of finding a place for consciousness in the universe, and the scientific problem of explaining the Kahneman–Tversky anomalies in psychology. Acknowledging these outstanding problems does not equalize the burdens of proof, but it does mean that as we head into the more substantive discussion in Part II there is no secure default position. Just burdens of proof all around.
