More than seven years have elapsed since the first edition of this work. Seven years which have seen an increase rather than a decline of violence, and often an increasing contempt for life and for fundamental human rights.

1 Mr. Michel Veuthey is the author of the work entitled “Guérilla et droit humanitaire”, published in the Collection scientifique de l'Institut Henry-Dunant, Geneva, 1976 Google Scholar. A second edition of this work has recently been published (ICRC, Geneva, 1983), for which M. Veuthey wrote a new chapter in its introduction, reprinted here with his kind authorisation. This second edition has a bibliographical annex, listing more than five hundred titles of publications on humanitarian law and guerrilla warfare published between 1977 and 1982.
