The essays in this volume provide a new perspective on the history of convicts and penal colonies. They demonstrate that the nineteenth and twentieth centuries were a critical period in the reconfiguration of empires, imperial governmentality, and punishment, including through extensive punitive relocation and associated extractive labour. Ranging across the global contexts of Africa, Asia, Australasia, Japan, the Americas, the Pacific, Russia, and Europe, and exploring issues of criminalization, political repression, and convict management alongside those of race, gender, space, and circulation, this collection offers a perspective from the colonies that radically transforms accepted narratives of the history of empire and the history of punishment. In this introduction, we argue that a colony-centred perspective reveals that, during a critical period in world history, convicts and penal colonies created new spatial hierarchies, enabled the incorporation of territories into spheres of imperial influence, and forged new connections and distinctions between “metropoles” and “colonies”. Convicts and penal colonies enabled the formation of expansive and networked global configurations and processes, a factor hitherto unappreciated in the literature.
This article explores the British Empire’s configuration of imprisonment and transportation in the Andaman Islands penal colony. It shows that British governance in the Islands produced new modes of carcerality and coerced migration in which the relocation of convicts, prisoners, and criminal tribes underpinned imperial attempts at political dominance and economic development. The article focuses on the penal transportation of Eurasian convicts, the employment of free Eurasians and Anglo-Indians as convict overseers and administrators, the migration of “volunteer” Indian prisoners from the mainland, the free settlement of Anglo-Indians, and the forced resettlement of the Bhantu “criminal tribe”. It examines the issue from the periphery of British India, thus showing that class, race, and criminality combined to produce penal and social outcomes that were different from those of the imperial mainland. These were related to ideologies of imperial governmentality, including social discipline and penal practice, and the exigencies of political economy.
During the British colonial period, at least eleven islands off the coast of Australia were used as sites of “punitive relocation” for transported European convicts and Indigenous Australians. This article traces the networks of correspondence between the officials and the Colonial Office in London as they debated the merits of various offshore islands to incarcerate different populations. It identifies three roles that carceral islands served for colonial governance and economic expansion. First, the use of convicts as colonizers of strategic islands for territorial and commercial expansion. Second, to punish transported convicts found guilty of “misconduct” to maintain order in colonial society. Third, to expel Indigenous Australians who resisted colonization from their homeland. It explores how, as “colonial peripheries”, islands were part of a colonial system of punishment based around mobility and distance, which mirrored in microcosm convict flows between the metropole and the Australian colonies.
This article studies the strategic disciplinary and productive function of the colonial penal system of the Dutch East Indies (1816–1942). Developing convict labour as the main punishment for minor public and labour offences, the Dutch colonial regime created an increasingly effective system of exploitation that weaved together colonial discipline, control, and coercion. This system was based on two major carceral connections: firstly, the interrelated development and employment of different coerced labour regimes, and, secondly, the disciplinary role of the legal-carceral regime within the wider colonial project, supporting not only the management of public order and labour control, but also colonial production systems. Punishment of colonial subjects through “administrative justice” (police law) accelerated in the second half of the nineteenth century, leading to an explosion in the number of convictions. The convict labour force produced by this carceral regime was vital for colonial production, supporting colonial goals such as expansion, infrastructure, extraction, and production. The Dutch colonial system was a very early, but quite advanced, case of a colonial carceral state.
During the French colonization of Indochina (1863–1954), approximately 8,000 prisoners – many of them convicted of political crimes – were exiled to twelve different geographical locations throughout the French empire. Many of these prisoners came from a Chinese background or a culturally Chinese world, and the sites to which they were exiled (even the penal colonies themselves) contained diasporic Chinese communities. Knowing Chinese might be their greatest asset, or being able to “pass” as Chinese the most valuable tool to facilitate escape. This article explores a group of political prisoners sent from French Indochina to French Guiana in 1913 and their subsequent escape, with the aid of Chinese residents. If exile is, in one sense, the ultimate exercise of colonial power – capable of moving bodies to distant locales – examining these lives through a Vietnamese lens reveals a very different story than the colonial archival record reflects.
This article focuses on penal transportation to Hokkaido and considers the role of convict transportation in nation-state building and empire building in Japan. In the course of its discussion, the fluidity of the status of the new Japanese territory of Hokkaido will be examined along with continuities of transportation and incarceration. Although Hokkaido was officially incorporated into Japan only in 1869, many Japanese politicians and intellectuals had believed ideologically that it had been a Japanese territory since the early modern period. Depending on the domestic and diplomatic matters confronting them, the Japanese modified the status of Hokkaido and their policy towards it. For example, to secure their borders with Russia, the Japanese introduced penal transportation on the French model in 1881, but the Japanese Ministry of Justice later shifted their legal system to the German model and articles concerning transportation were deleted from the penal code. Nonetheless, the Japanese government continued to send long-term prisoners to Hokkaido, which was reframed as incarceration in a mainland prison.
More than 800,000 people were exiled to Siberia during the nineteenth century. Exile was a complex administrative arrangement that involved differentiated flows of exiles and, in the view of the central authorities, contributed to the colonization of Siberia. This article adopts the “perspective from the colonies” and analyses the local dimension of exile to Siberia. First, it underscores the conflicted nature of the practice by highlighting the agency of the local administrators and the multitude of tensions and negotiations that the maintenance of exile involved. Secondly, by focusing on the example of the penal site of Tobolsk, where exile and imprisonment overlapped, I will elucidate the uneasy relationship between those two penal practices during Russian prison reform. In doing so, I will re-evaluate the position of exile in relation to both penal and governance practice in Imperial Russia.
After ignoring its holdings in Africa for the first half of the nineteenth century, the European scramble for colonies in the 1880s forced the Portuguese state to adopt a new policy to cement its tenuous hold on its two largest African colonies: Angola and Mozambique. This challenge occurred just as the penal reform movement of the nineteenth century was arriving in Portugal, with a new penitentiary in Lisbon and new legal codes aimed at reforming convicts through their labour. This article examines the rationale and impact of the Depósito de Degredados (Depot for Transported Convicts) in Luanda, Angola, the larger of the two prisons established to supervise the work of convicts sent from Portugal and Portugal’s Atlantic colonies of Cape Verde, Portuguese Guinea, and São Tomé.
This article features a connected history of punitive relocations in the Spanish Empire, from the independence of Spanish America to the “loss” of Cuba, Puerto Rico, and the Philippines in 1898. Three levels of entanglement are highlighted here: the article looks simultaneously at punitive flows stemming from the colonies and from the metropole; it brings together the study of penal transportation, administrative deportation, and military deportation; and it discusses the relationship between punitive relocations and imprisonment. As part of this special issue, foregrounding “perspectives from the colonies”, I start with an analysis of the punitive flows that stemmed from the overseas provinces. I then address punishment in the metropole through the colonial lens, before highlighting the entanglements of penal transportation and deportation in the nineteenth-century Spanish Empire as a whole.
Examining intra-colonial punitive relocations during the first decade of US occupation in the Philippines, this article shows how colonial police and prison officials used incarceration and transportation in tandem to suppress incipient populist revolutionary movements. They exploited historic regional and religious tensions in their effort to produce new modes of racialized and gendered prison and labor management. Finally, while colonial officials sought to brand certain imprisoned subjects as criminal outlaws, rather than political prisoners, many of these anticolonial fighters actually sharpened their ideas about freedom through their experience of being criminalized, incarcerated, and forcibly relocated.
This article analyses the practices of deportation and transportation of colonial subjects from Libya, Italy’s former possession, to the metropole throughout the entire colonial period (1911–1943). For the most part, the other colonial powers did not transport colonial subjects to Europe. Analysing the history of the punitive relocations of Libyans, this article addresses the ways in which the Italian case may be considered peculiar. It highlights the overlapping of the penal system and military practices and emphasizes the difficult dialogue between “centre” and “periphery” concerning security issues inside the colony. Finally, it focuses on the experience of the Libyans in Italy and shows how the presence there of colonial subjects in some respects overturned the “colonial situation”, undermining the relationship of power between Italians and North Africans.
