[Security Council Resolution 460 (1979) was adopted by a vote of 13 in favor to none against, with two abstentions(Czechoslovakia and the Union of Soviet Socialist Republics).

[Prior to the lif ting of sanctions by the Security Council, Canada, New Zealand, the United Kingdom, and the United States had unilaterally lifted sanctions. On December 18, 1979,in Resolution 34/192, the General Assembly declared that “Security Council resolution 253(1968) of 29 May 1968, imposing mandatory sanctions against Southern Rhodesia, can only be revoked by a decision of the Council and th at any unilateral action in this regard would be in violation of the obligation assumed by Member States under Article 25 of the Charter”.]
