1 The United Nations Security Council in Resolution 687 of April 3, 1991, paras. 16-19, 30 I.L.M. 846 (1991), decided to create a Compensation Fund and Compensation Commission, and requested the Secretary-General of the U.N. to prepare recommendations to the Council on the structure and operation of the Fund and Commission. The recommendations in the “Report of the Secretary-General Pursuant to Paragraph 19 of Security Council Resolution 687 (1991),” U.N. Doc. S/22559 (May 2, 1991), were adopted and elaborated upon by the Council in Resolution 692 (1991), 30 I.L.M. 864 (1991).
