* [The General Assembly rejected the recommendation of the Second Committee on December 13, 1968. The draft resolution failed to receive a two-thirds majority. The vote was 55 in favor, 33 against, and 28 abstentions. The ruling by the General Assembly President that the matter was an important question requiring a two-thirds majority for adoption had been upheld by a vote of 56 in favor, 48 against, and 13 abstentions.]
