3 This refers to the decision of Strauss on behalf of the CSU to abandon the practice of forming a united parliamentary party in the Bundestag, which might have initiated the presentation of candidates by the CSU outside Bavaria (and, in reciprocation, by the CDU within Bavaria). This Kreuth decision was revoked after much criticism within and outside the CSU, and a common parliamentary party was in fact formed when the new Bundestag met.
