Recent theoretical advances in the welfare state literature have outlined the differences between labour market- and life course-related schemes as centre-right parties have difficulties in enacting retrenchment on life course-related schemes because these concern every voter. In contrast, the textbook risk profile of centre-right parties’ electorates allows them to cutback on labour market-related schemes as these parties get negligible support from workers and low-income voters. Conducting a comparative case study of recent Danish and Swedish centre-right governments, this article analyses the stylized assumptions on the party level by comparing two similar centre-right governments, which differed in their voter coalitions’ risk profile. I first argue that centre-right governments are generally constrained by the popular entrenchment of the universal welfare state when it comes to life course-related welfare schemes. Second, I argue that the leeway on labour market-related schemes is contingent on the actual risk profile of the centre-right’s electorate, and thereby move beyond the stylized assumptions from recent literature. In this respect, the Danish centre-right did, in contrast to its Swedish counterpart, gain power with an unusual high support among working-class voters which constrained its latitude on labour market-related schemes. I find that the Danish centre-right governments after 2001 acted with bound hands thanks to its high working-class backing, and refrained from outright cutbacks on both labour market- and life course-related schemes until 2010 except for labour market outsiders. In contrast, the Swedish centre-right had a much lower working-class backing and therefore engaged in some outright cutbacks of labour market-related schemes such as unemployment benefits directly after taking office 2006. The centre-right’s actual voter coalition’s risk profile is thus an important determinant for its public policies and its leeway for policy-seeking.

Which conditions foster accountability for health policy implementation in Spain’s 17 regional governments? We analyze five conditions: private management of health services, political salience of health policies, governments’ left ideological position, strong presence of non-statewide parties, and minority governments. We use fuzzy-set Qualitative Comparative Analysis (fsQCA) to identify how necessary and/or sufficient these conditions are (alone or in combination) to foster accountability. We find that there is no single recipe to ‘cook’ accountability. Three conditions appear to be ‘quasi-necessary’ but must be combined with others to foster accountability, thus defining three routes to accountability. The implications of the findings are discussed in light of current debates on the effects of decentralization, left-right ideologies, and privatization, on accountability for public policies.

In the literature, two approaches toward the development of a European identity can be distinguished. Society-based approaches assume that the most important foundation for the development of a European identity is trust toward other European citizens as this allows Europeans to identify with the European Union as a community of citizens and values. The institutional approach, on the other hand, assumes that a shared European identity is predominantly based on trust in political institutions. In this paper, we use the results of the IntUne Mass Survey 2009 (n=16,613 in 16 EU member states) to test the relationship between social and political trust on the one hand, and European identity on the other. The results suggest that trust in other European citizens is positively associated with European identity, but trust in the European political institutions has a stronger relation with European identity. This could imply that efforts to strengthen European identity cannot just rely on a bottom-up approach, but should also pay attention to the effectiveness and the visibility of the EU institutions and the way they are being perceived by European citizens.

Although theoretically contentious, most empirical studies contend that electoral-political factors structure the welfare state. In practice, most studies concentrate on ‘government partisanship’, that is the ideological character of the government. We agree that politics matters but also seek to expand our understanding of what ‘politics’ should be taken to mean. Drawing on recent comparative research on agenda-setting, we study the impact of whether welfare state issues were broadly salient in the public sphere during the election campaign that produced the government. We formulate hypotheses about how such systemic campaign salience and government partisanship (separately and interactively) affect welfare generosity. We also consider how such effects might have changed, taking into account challenges to standard assumptions of representative democracy coming from the ‘new politics of the welfare state’ framework. We combine well-known, but updated, data on welfare state generosity and government partisanship, with original contextual data on campaign salience from 16 West European countries for the years 1980–2008. We find that campaigns matter but also that their impact has changed. During the first half of the examined period (the 1980s and early 1990s), it mainly served to facilitate government partisanship effects on the welfare state. More recently, big-time campaign attention to welfare state issues results in some retrenchment (almost) regardless of who forms the postelection government. This raises concerns about the democratic status of the politics of welfare state reform in Europe.

This paper considers the case of the international migrants’ confidence in political institutions, from a social embeddedness perspective on political trust. We use country-level aggregates of confidence in institutions as indicators of specific cultures of trust, and by employing data from the European Values Study, we test two competing hypotheses. First, as confidence in institutions depends on the values formed during early childhood, the international migrant’s confidence in political institutions in the current country of residency will be influenced by the confidence context from the country of origin. Second, the host country may have different norms of trust in political institutions, and a process of re-socialization may occur. Therefore, the immigrants’ confidence in institutions is influenced by two confidence contexts: one from the origin country and one from the host country. The time spent in the two cultures, along with other characteristics from these contexts, shape the interaction effects we tested in multilevel cross-classified models.

Democracy and federalism are commonly viewed as complementary components of a political system. Conversely, a long-standing discourse claims the incompatibility of inevitable intergovernmental coordination in federalism with democracy, the former being viewed as an impediment or disruption to democratic governing. However, neither are the two inherently compatible nor inevitably incongruous. Instead, research and practice of democratic federations show that their relationship is one of multiple tensions. These may generate conflicts and impasses, yet can equally prove to be productive. To delineate these tensions, but also how different federal systems deal with them, this article examines federalism and democracy as two discrete, but interdependent institutional dimensions. Building upon this framework, we depict variants of coupling between institutions of federalism and democracy-based on selected cases. We demonstrate that particular modes of multilevel governance and intergovernmental relations are essential for linking the logics of federalism and democracy in loosely coupled, flexible patterns. Moreover, federal democracies can effectively cope with these tensions by continuously balancing power established in the two institutional dimensions.

This paper explores the shifting significance of accountability processes and why they sometimes attract considerable public attention and citizens’ involvement, whereas at other times they escape public notice. Accountability processes are conceived of as order-maintaining or order-transforming processes and I interpret the recent obsession with democratic accountability as part of a struggle over the terms of political order. This paper attends to the importance of political association involving different mixes of unity/diversity, trust/mistrust, and historical experiences; political organization and the ordering routines, ideas, and resources of different institutions; and political agency and shifting attention, zones of acceptance, and action capabilities.

How ambitious are MPs in European parliaments and how does progressive ambition affect their strategies? We argue that progressively ambitious members of parliament try to generate individual visibility and seek the support of party leaders who decide on promotion while at the same time ensuring reelection by adjusting to electoral system incentives. Using novel data from a 15-country MP survey we show that progressive ambition is widespread in Europe and Israel. As hypothesized, progressively ambitious MPs are more likely to favor personal rather than party-centered electoral campaigns and to address the national or regional party leadership instead of their local party. Electoral system features and party ideology also have the theoretically expected effects.

How do authoritarian states respond to, and seek to defuse, popular protest? This study answers this question by developing the concept of discursive accommodation and tracing the co-evolution of contention and strategic elite communication in China. It reveals that the Chinese Communist Party leadership has responded to waves of intense unrest with increasing, yet not unconditional, sympathy for protesters. It argues that the rationale behind this response pattern has been first, to deflect discontent from the regime and, second, to temper local official and protester behavior. And yet, the unintended consequence of discursive accommodation may well have been the acceleration of mobilization. Investigating elite discourse provides an alternative angle to understand why contention in China has become endemic, but remains conspicuously moderate. It helps to unpack the one-party state’s ability of coexisting with considerable popular pressure and not be washed away by it, and managing protest without institutionalizing it.

So far little has been done to explore similarities and differences between radical left parties and other traditionally perceived party families of the left at the societal level. A noticeable gap thus remains in the study of the European radical left: whether and in what ways social divides form the basis of radical left party support. Using data from the fourth round of the European Social Survey (2008), for five West European countries, we investigate radical left party supporters’ socio-demographic and attitudinal characteristics, juxtaposing them with those of social democratic party supporters and green party supporters. Our approach departs from related studies by distinguishing three cognitional operations within the economic left-right axis, that are based on the distinction between ideals and their effects on reality; and by testing for intra-left divides revolving around trust. Based on insights from cleavage research, we devise a number of hypotheses, most of which test positively. Our findings suggest left party families across Western Europe do reflect certain lines of division in society, albeit with qualifications. While structural divides are not found to be significant, there appears to be correspondence between political and attitudinal divides on a three-dimensional space. These concern the cognitive divisions within the economic left-right axis, issues of political trust, and attitudes towards the environment. Our findings have conceptual and empirical implications both for the left and for investigations into cleavage politics.

Some institutional arrangements may be undesirable for democracy by obscuring which political actors are to be held responsible for failed or successful policies and bad or good macroeconomic performances. Much of the work in the area has focused on whether institutions affect the ‘clarity of political responsibility’ and the ability of voters to punish or reward, in turn, governments and elected officials. Not much has been said, however, about the assignment of responsibility outside the electoral context, for a broad range of policy areas. This paper explores these questions in the context of French semi-presidentialism. It demonstrates that the French public is surprisingly quite responsive to the demands imposed by their political system by adjusting reasonably well their evaluations of both actors of the executive in light of major political events and changes in the economic conditions when the circumstances clearly indicate which of the two is ‘in charge’. At other times, however, this particular institutional arrangement obscures instead political responsibility.

Issue salience and diversity direct a range of outcomes such as voting behavior and public policy. Studies, however, have yet to fully integrate theoretical or empirical expectations for the effect of issue salience on coalition stability. By focusing on the mechanism linking parties’ preferences to policy-making, I propose that parties with more diverse platforms provide coalitions greater room to negotiate, whereas parties focusing on a small number of issues exacerbate ideological tensions. Issue diversity becomes important once parties exhaust opportunities to make the initial, easy policy compromises. Using evidence from 299 coalitions in 24 European countries, I find that issue diversity in parties’ platforms moderates the effect of disagreement. Using a non-proportional hazard analysis, I find that the effect of issue diversity varies over the coalition’s lifecycle. Governments with parties willing to negotiate over a larger range of issues decrease the risk that disagreements will result in coalition termination.

This article analyses the visibility of European Union (EU) citizens in EU news during the 2009 European Parliament election. It argues that the presence of EU citizens in EU news is vital for responsiveness of European governance. First, the theoretical notion of EU citizens is considered. Next, a new way of defining EU citizens is proposed: EU citizens are divided into national and supranational EU citizens. The visibility of EU citizens in EU news of 27 EU member states is analysed aiming to explain cross-country differences. The paper is based on a large-scale content analysis of TV and newspaper articles gathered during the 2009 European Parliament election. To explain different levels of visibility, a multi-level analysis is carried out. The results suggest that EU citizens are visible in the EU news, yet, their presence strongly varies across countries. The findings indicate that explanations for different levels of visibility can be found at both the media and country level.

How do varying levels of inter-group contact affect voter preferences in connection with ethnically radical political candidates and parties? Two competing hypotheses have emerged in the last 60 years: the first, known as the group threat hypothesis, argues that voters from an ethnic or religious group in more ethnically or racially heterogeneous districts will exhibit stronger preferences for ethnically radical political candidates. The contact hypothesis argues that groups living in mixed localities are actually less likely to support ethnic radicals. Both perspectives have found empirical support, but no previous study has offered a theoretical explanation for two seemingly contradictory conclusions. We specify just such a theory, arguing that the effect of district level integration is conditioned by the direction of a group’s share of the national population. We test this theory quantitatively using electoral data from Northern Ireland between 1983 and 2010.

Prior work suggests that government funding can encourage non-governmental organizations (NGOs) to engage in political advocacy and public policy. We challenge this finding and examine two theoretical explanations for the dampening effect of government funding on NGO lobbying. First, donors are known to discipline NGO activity via an implicit or explicit threat to withdraw funding should the organization become too radical or political. Second, NGOs with more radical political agendas are less willing to seek or accept government funding for fear this will limit or delegitimize their activities. Using data from the European Union’s Transparency Register, we find that the share of government funding in NGO budgets is negatively associated with lobbying expenditure. This effect is statistically significant and substantial, which provides a reason for concern about NGO resource dependence. Even when governments are motivated by honorable intentions, their financial assistance has the (unintended) effect of dampening NGOs’ political activity.

Blame avoidance behavior (BAB) encompasses all kinds of integrity-protecting activities by officeholders in the face of potentially blame-attracting events. Although considered essential for a realistic understanding of politics and policymaking, a general understanding of this multi-faceted behavioral phenomenon and its implications has been lacking to date. We argue that this is due to the lack of careful conceptualization of various forms of BAB. Crucially, the difference between anticipatory and reactive forms of BAB is largely neglected in the literature. This paper links anticipatory and reactive forms of BAB as two consecutive decision situations. It exposes dependence relationships between the situations that trigger BAB, the rationalities at work, the resources and strategies applied by blame-avoiding actors, and the various consequences thereof. The paper concludes that anticipatory and reactive BAB are distinct phenomena that require specific research approaches to assess their relevance for the workings of polities.

Institutionalizing civilian control over the military is a crucial challenge for newly democratized nations. This paper aims to answer the question under which conditions civilian control can be established after the transition to democracy, and under which conditions civilian control fails. To answer this question, we draw on original data on civil–military relations in 28 new democracies in Africa, Asia, Europe, and Latin America and run a fuzzy set qualitative comparative analysis. We find that no single explanatory factor can be considered necessary for the success or failure of civilian control in new democracies, but identify a number of sufficient variable combinations to explain the development of civil–military relations after the transition to democracy.

Acknowledging that both analysts and practitioners face problems of meaningful categorization of social order in general, and the European political-administrative system in particular, this article suggests a conceptual frame through which European administrative order may be understood. Providing such a frame is important, because the catalogue of categories of the European Union (EU) polity developed so far fails to acknowledge its administrative dimension. Given that the ongoing political transformation in the EU implies ever more administrative interaction between political levels in order to coordinate, manage and implement policies, this administrative dimension becomes ever more important. This article thus sets out a threefold agenda: First, it offers a supplementary conceptual frame that takes the ‘administrative dimension’ seriously. It is suggested that the European politico-administrative organism should be conceived as a European multilevel administrative system (MLA) consisting of three dimensions: Institutional independence, integration and cooptation. Second, the article suggests how the MLA approach differs from one of its main conceptual rivals – the multilevel governance approach (MLG). Finally, the article offers some empirical illustrations of the value of the developed MLA approach for our understanding of the contemporary European administrative system.

The inclusion of subnational parliaments into the early warning system (EWS) for subsidiarity control generates transforming dynamics in parliamentary modus operandi in European Union (EU) decentralized states. Empirical findings reveal considerable variations in the pace and scope of subnational parliamentary activity in EU policy control challenging the existing theories of territorial mobilization. Drawing from a comparative institutional analysis, this article offers a theoretical framework that permits accounting for cross-country variations in subnational parliamentary mobilization in EU affairs, under the EWS. By placing an increased focus on the domestic environment, it suggests that the two important factors which might affect the scope of parliamentary activity are (1) the relationship between the executive and legislature at the subnational level, and (2) the position of the regional executive in domestic governance arrangements.
