The purposes of this article are, first, to present a theoretical discussion of peasant revolts that develops an exchange model of relations between lords and peasants and second, to use this discussion as a framework for a review of some of the work on peasant activity in eighteenth-century France. The argument, therefore, begins from social exchange; it does not privilege structures at the theoretical origin. Any analysis should specify three features of exchange: what is exchanged and the terms of trade, the potential kinds of coordinated activity present in the exchange (the relationship between hierarchy and reciprocity), and the meaning of the exchange relationship to its participants. These three features are interconnected so that, for example, specifying the kind of collective action is also to specify terms of trade and meaning.

Quelle place l'acteur politique doit-il accorder aux idées pour agir bien en politique? On peut exclure, comme contre nature, deux positions extrêmes. L'absence de principes et de programme peut définir le cynisme en politique. Il mène logiquement à la tyrannie, où ce sont les passions du tyran qui fixent les objectifs de ce qu'il devient impossible de considérer comme une action politique. À l'autre extrême, l'acteur commence par concevoir, dans le silence de son cabinet ou des bibliothèques publiques, le plan d'une cité idéale, avant de chercher à la réaliser par l'exercice du pouvoir politique, soit qu'il s'en soit emparé par une révolution, soit qu'il ait pu devenir conseiller d'un prince. La fin logique de l'utopie est l'idéocratie, qui n'est qu'une forme plus hypocrite de tyrannie, où les passions du tyran semblent s'effacer devant le bonheur futur du peuple.

We know, more or less, what rationality means when applied to individual choices and decisions. It is less clear what it could mean when applied to policy choices. In this article I discuss three questions. First, can one assign a meaning to the idea of rational political choice? Secondly, assuming that this assignment is feasible, what is the scope for rational political decisions? Thirdly, if this scope turns out to be limited (as it will), could there be an alternative guide to political action?
