The authors have identified the following errors, which are being corrected to ensure accuracy and clarity:

The third sentence of the second paragraph on page 37 shall read: “On these bases, we argue that China's efforts to accord more regulatory autonomy to governments potentially enable governments to take swift action during COVID-19.”

The word “immunisation” in the first line on page 46 is misspelled as “immuniation”.
