1 Another measure affecting aliens adopted by almost the same vote, apparently under the impulse generated by the larger measure, was a poll tax of four dollars on every alien inhabitant. It was opposed by most thoughtful people on the ground that it was an unworthy and trivial insult to the Japanese. Their advice, however, was passed by unnoticed.
