Hammerskjöld was able to invoke this power during the Suez crisis in 1956, creating the UN Emergency Force (UNEF) and a precedent for blue helmet operations—”Chapter VI 1/2”—that fall halfway between the pacific dispute resolution of Chapter VI and the enforcement actions of Chapter VII.
