S. 41, naturalization was allowed a Swiss national who in 1942 and 1944 had applied for relief as a neutral alien from being drafted in the United States, Petition of Berini, 112 F. Naturalization was rejected where the neutral alien had in 1943 sought draft exemption and now claims that he could not speak English at the time, Petition of MiTanda, 111 F.
