History is a word for a certain kind of reasoning: reasoning about time, about human agency, and about material records that can provide information about humans as marked by time. For many scholars—not to mention many of those outside the academy—such reasoning is antithetical to the word religion. No matter how many books prove incontrovertibly that the authors of the Talmud engaged rigorously with Greek philosophy, or that Islamic philosophers contributed to the formation of modern scientific practice, or that evangelical readers engaged significantly with Biblical criticism, scholars of religion have not (and perhaps finally cannot) upend the common perception that religion is not a site of reasoned thought, but rather a space where reason is suspended. “Religion is too important to be left in the hands of people who believe in it. Finally, historians are coming to grips with this simple truth,” David A. Hollinger opined in response to reports about the flurry of scholarly interest in religion as an effect in the modern United States. It is a good quip, but one that portrays the historian as an axiomatically rationalist hero, swooping into medieval confusion in order to give clarifying accounts of the truth behind puzzling theologies, curious myths, and archaic rituals. Hollinger suggests that religious people or religious historians cannot do this work. Believers by his lights are not to be trusted with the reasoning history demands.

The year 2023 marked the seventy-fifth anniversary of the publication of Richard Hofstadter's The American Political Tradition: And the Men Who Made It—a bestselling book that captured the imagination of many of Hofstadter's fellow Americans in the early postwar period and, at the same time, defined the terms of argument for much of academic history for the next generation.1 It was also the book my high school teacher, Mr. Backfish, assigned in eleventh-grade Advanced Placement (AP) American History that helped transform me into a historian. So different was it from the dry, conventional textbook in both its riveting, sometimes acerbic prose and its unsentimental view of venerated figures in the American past. I still have my original copy (Figure 1).

The tale reads as a classic fall from grace. In the 1960s and 1970s, historians investigated the economy. They were serious and politically relevant. But then the discipline fell to the beguiling ways of cultural and social history. Fractured and fragmented, scholars wandered off like cats into various alleyways, pawed at incomprehensible theories, and lost track of the common reader. There is hope, however, because in the past decade or so a new movement has arisen to lead historians out of the obscure alleyways and back to the main path: the economy, so long neglected.

This essay argues that historical scholarship has taken an infrastructural turn in recent years. “Infrastructure” serves not just as a popular keyword in monographs and journal articles; it reflects a new approach to research that has permeated the field. An infrastructural approach offers a framework for historians to understand the power of traditional structures like the state and the economy in ways that accommodate transnational interconnections, technology, and the stubborn materiality of the phenomena under study. This essay analyzes why scholars have embraced the term recently, and it outlines the basic components of an infrastructural orientation. It concludes by considering the blind spots of an infrastructural approach, as well as directions for future scholarship.

During the 1932 campaign, Franklin Roosevelt explicitly committed himself to nearly all of what would become the important programs of the New Deal. In the months before his March 4, 1933, inauguration, he made his proposed policies even clearer. Yet many Americans have forgotten this clarity of purpose, led in large measure by histories of the New Deal and biographies of Roosevelt that echo old misconceptions of this critical election. Such texts are far more likely to describe Roosevelt's campaign as so devoid of substance and full only of “sunny generalities” that at the time he took the oath of office his “plans remained largely unknown to the public.” He had “no larger philosophy or grand design.” He stood only for “action, any action, with little or no thought given to the long-term consequences.” One historian recently declared, “The notion that when Franklin Roosevelt became president he had a plan in his head called the New Deal is a myth that no serious scholar has ever believed.”

War is central to U.S. immigration history. Yet too often that fact has been obscured by folktales that rhapsodize about the feel-good Ellis Island story: lured by the American Dream, strangers come to a promised land, put down roots, and triumph over adversity through industry, resolve, and pluck.

On February 29, 2020, the United States and the Afghan Taliban signed an agreement in Doha, Qatar, bringing the United States potentially closer to ending the war in Afghanistan than at any point in the conflict's eighteen-year history. After months of military escalations, negotiations, and recriminations, the United States agreed to a token withdrawal of several thousand forces by August 2020 and to remove all remaining forces by May 2021. The Afghan government had been cut out of the talks, but the United States also vowed to encourage it to release thousands of Taliban prisoners and to enter into its own negotiations with the Taliban in order to pave the way to a permanent ceasefire agreement. For its part, the Taliban agreed to negotiate with Kabul after the troop withdrawals began and to halt cooperation with Al Qaeda and other terrorist groups.

Memorial Day 2023 was a significant moment in twenty-first-century U.S. military history. Although U.S. service members remained deployed around the world and Operation Inherent Resolve continues to target the Islamic State (in April 2023, the U.S. military and its partners executed thirty-five missions against ISIS in Iraq and Syria alone), this year's celebrations came six weeks after the U.S. Senate repealed the two-decade-old Authorization for the Use of Military Force that had made possible the 2003 invasion of Iraq.1 It was also only the second Memorial Day since U.S. troops left Afghanistan, abruptly and somewhat disastrously, in August 2021. As a result, the holiday was arguably the first in which the wars in Iraq and Afghanistan could be understood as having transitioned from “current events” to events whose legacies Americans were beginning to imagine and define.

In 1998, the Canadian historian and politician Michael Ignatieff wrote: “All nations depend on forgetting: on forging myths of unity and identity that allow a society to forget its founding crimes, its hidden injuries and divisions, its unhealed wounds.” Ironically, Ignatieff's home country has belied his assertion. Canada has engaged in collective remembering of one of its hidden injuries—the Indian residential schools—through a Truth and Reconciliation Commission (TRC) from 2009 to 2015. Australia, too, has reckoned since the 1990s with its own unhealed wounds—the separation of Aboriginal and Torres Strait Islander children from their families, or, in common parlance, the “Stolen Generations.”

When a new strain of influenza circled the globe in the fall and winter of 1918, it swept through the United States at terrifying speed, infecting at least 25 million Americans—roughly one-quarter of the population—over the next two years. Based on any metric, the pandemic was the country's largest mass-mortality episode of the twentieth century, killing approximately 675,000 Americans and surpassing the death toll of World War I. Even as the virus struck the United States with unprecedented ferocity, however, the federal government left most public health decisions to the states, producing a disjointed and hyper-localized approach to a crisis that was national and global in scope. In the absence of a strong federal role, state governments carved out their own policy paths, adopting widely divergent strategies to stem the spread of the disease. This preventive playing field was wildly uneven. Some states were well-equipped with robust public health infrastructures; others lacked the tools to manage the disease's rampant spread.

On February 2, 2023, Ilhan Omar took to the floor of the House of Representatives to address what being an American meant to her. Responding to Republican efforts to remove her from the House Committee on Foreign Affairs, the representative for Minnesota's fifth congressional district asked, “Who gets to be an American? What opinions do you have to have to be counted as American?”1 In attacking Omar for her past comments on Israel and track record of criticizing U.S. foreign policy, House Republicans were conflating progressive politics with foreignness, arguing that this combination is subversive and represents a real threat to the American government and the stability of the nation.2 Indeed, the vote to remove Omar came just a few years after President Donald J. Trump had implored Omar and her progressive allies in “The Squad”—House Democrats Alexandria Ocasio-Cortez, Ayanna Pressley, and Rashida Tlaib—to “go back” to the “crime infested places from which they came.”3 Acknowledging how her race and identity were once again being used by Republicans to question her Americanness and delegitimize her politics, Omar offered the following rebuttal:

Reports of the rise of the United States to a lead role on the global stage in the early twentieth century have been greatly exaggerated. As many Americans at the time recognized, the United States continued to have less capacity for overseas power projection and remained far more dependent on the world's reigning hegemon, Great Britain, than is generally now realized. The United States, it is true, acquired an overseas empire in 1898. But it lacked the basic attributes of a great power, such as economic sovereignty, naval power, and domestic consensus on the desirability of global great-power status. Even after World War I, which was a better candidate than the Spanish-American War as the moment when the United States became a leading global power, both the material and the cultural basis of that power remained fragile.

All kinds of peoples, previously marginalized in favor of the actions and thoughts of elite policy makers, now fill foreign relations histories. African Americans, Native Americans, Asian Americans, women, workers, and many others have been shown to be indispensable—if informal—diplomatic assets. And yet, diverse as this cast of characters has become, notice one thing they share in common: their adulthood. It is as if human experience with foreign affairs only begins with the age of majority. What might be gained once we appreciate the influence of young people, as both audience and agent, in the long history of America's entanglement with the wider world?

The past two decades have witnessed a resurgence of work on Marcus Garvey, Garveyism, and the Universal Negro Improvement Association (UNIA) in the American academy. Building on a first wave of Garveyism scholarship (1971–1988), and indebted to the archival and curatorial work of Robert A. Hill and the editors of the Marcus Garvey and Universal Negro Improvement Association Papers, this new work has traced the resonance of Garveyism across a staggering number of locations: from the cities and farms of North America to the labor compounds and immigrant communities of Central America to the colonial capitals of the Caribbean and Africa. It has pushed the temporal dimensions of Garveyism, connecting it backward to pan-African and black nationalist discourses and mobilizations as early as the Age of Revolution, and forward to the era of decolonization and Black Power. It has revealed the ways that Garveyism, a mass movement rooted in community aspirations, ideals, debates, and prejudices, offers a forum for excavating African diasporic discourses, particularly their contested gender politics. It has revealed that much more work remains to be done in Brazil, West Africa, Britain, France, and elsewhere.
