In this paper we present an example where a domestic import-competing industry can benefit from a pollution tax borne by its consumers. We show that this pollution tax can be similar to a traditional trade barrier (such as a tariff) and can raise the price received by the domestic industry. Given an open economy, we highlight conditions under which domestic producers prefer a higher consumption-based pollution tax than is socially optimal. In contrast, when the economy is closed, we find that producers prefer a pollution tax that is lower than socially optimal. Domestic producers turn ‘green’ only when faced with import competition.

While mitigation efforts in developed and emerging economies are necessary in order to meet ambitious climate targets, the international community strives to explore strategies to help the most vulnerable populations to cope with the short-term and long-term impacts of climate change. In the perspective of the 21st COP of the UNFCCC (Paris, December 2015), this Special Issue on ‘Climate change mitigation and adaptation in developing and transition countries’ addresses two complementary topical issues. On the one hand, migration – international and internal – and remittances are analyzed as adaptation strategies for vulnerable households and individuals. On the other hand, climate policies in emerging economies are examined in light of their distributional impacts for households and of the strategic issues they may raise. This special issue introduces five papers with a diversity of approaches, e.g., game theory, econometric modeling and computable general equilibrium (CGE) modeling.

This paper investigates the contribution of agricultural output prices and policies to the reduction in Amazon deforestation in the 2000s. Based on a panel of Amazon municipalities from 2002 through 2009, we first show that deforestation responded to agricultural output prices. After controlling for price effects, we find that conservation policies implemented beginning in 2004 and 2008 significantly contributed to the curbing of deforestation. Counterfactual simulations suggest that conservation policies avoided approximately 73,000 km2 of deforestation, or 56 per cent of total forest clearings that would have occurred from 2005 through 2009 had the policies adopted beginning in 2004 and 2008 not been introduced. This is equivalent to an avoided loss of 2.7 billion tonnes of stored carbon dioxide.

The number of protected areas around the world has significantly increased. However, the effects of this policy on the wellbeing of local households are still under debate. Using pre-treatment characteristics and household surveys with highly disaggregated geographic reference, we explore how national parks affect the wages of local workers in Costa Rica. We use matching techniques to control for the endogenous location of parks. We find that parks' effects on wages are, on average, positive and significant, but the magnitudes vary. Wages close to parks are higher for local workers living near tourist entrances. However, there is no robust evidence of positive effects for those close to parks but far away from tourist entrances. With our individual-level data, we also show that the positive effects on local households might not be as large as suggested by previous studies that use aggregated level data containing both local and immigrant households.

This paper describes the flows of aid after large catastrophic natural disasters by using the extensive record of bilateral aid flows, by aid sector, available through the OECD's Development Assistance Committee. For each large donor, the extent of cross-sector reallocation is identified that is occurring in the aftermath of large disasters whereby humanitarian aid increases but other types of aid may decrease. The evidence in this paper suggests that the expectation of large surges in post-disaster aid flows is not warranted given the past diversity of experience of global foreign post-disaster aid by donor and by event. No evidence is found, however, that donors reallocate aid between recipient countries (cross-recipient reallocation). These observations suggest that countries which are predicted to face increasing losses from natural disasters in the coming decades (and almost all are) should be devoting significant resources to prevention, insurance and mitigation, rather than expecting significant post-disaster aid inflows.

This paper investigates the design of environmental regulation under different regimes: flexible and inflexible policies. We analyze under which settings strict emission fees can be used as an entry-deterring tool, and become socially optimal. Furthermore, we demonstrate that the incentives of the social planner and the incumbent firm are aligned regarding policy regimes ifentry can be easily deterred by setting a stringent regulation. Their incentives, however, can bemisaligned when entry becomes more costly to deter, leading the incumbent to actually preferenvironmental policies that attract entry.

In this paper, we investigate how different levels of entrance fees affect donations for a public good, a natural park. To explore this issue, we conducted a stated preference study focusing on visitors' preferences for donating money to raise funds for a protected area in Costa Rica given different entrance fee levels. The results reveal that there is incomplete crowding out of donations when establishing an entrance fee.

In recent years, the surge in China's CO2 emissions has caused increasing international concern. In this paper, we investigate whether and when the turning point in China's CO2 emissions would occur. A simple yet powerful neoclassical Green Solow model (GSM) is utilized herein as the main forecasting tool. To verify the capability of this framework to address China's economy, a key prediction of the GSM – the convergence in per capita CO2 emissions across Chinese provinces – is empirically verified. By assigning reasonable values to the GSM's key parameters, the trajectories of total CO2 emissions are projected for the three regions of China and the whole country. The forecast results show that, under the benchmark scenario, China's total CO2 emissions would peak around the year 2047. According to the sensitivity analysis, carbon efficiency is the most important determining factor for whether a turning point in total CO2 emissions may occur.

This study constructs comprehensive operational equitable initial rights of emissions allocation models by estimating the total abatement cost based on the criteria of egalitarianism, sovereignty, the ability to pay, polluter pays and various scenarios of the Greenhouse Development Rights (GDRs) framework among groups of countries or individual nations. The analyses provide the potential crux regarding the agreements, cooperation and/or conflict among nations for joining the trading. The results show that the polluter pays principle generates the greatest total abatement cost saving for upper-middle and low-middle income nations, but not for others. Full capacity GDRs apply to China, egalitarianism to India and sovereignty to the United States on an individual basis. The results show that the disagreement and gaps with regard to an equitable initial allocation of rights among groups or individual nations is one of the possible obstructions and hindrances to the promotion and formation of a world trading scheme.

A number of developing countries have come to face the growing problems of municipal solid waste management caused by rapid economic growth. Although there are many studies on the environmental Kuznets curve, very few address the issue of municipal solid waste, and there is still controversy concerning the validity of the waste version of the Kuznets curve hypothesis. It is demonstrated that the turning point for household municipal solid waste is approximately 3.7 million yen per person, which is far less than the maximum income in the sample and valid evidence for absolute decoupling. The success of our study partially stems from our highly disaggregated data and use of spatial econometrics. The former aspect indicates that distinguishing between household and business waste reveals the waste–income relationship, whereas the latter indicates the importance of peer effects when municipal governments formulate waste-reduction policies.

Is international migration an adaptation strategy to sudden or gradual climatic shocks? In this paper we investigate the direct and the indirect role of climatic shocks in developing countries as a determinant of out-migration flows toward rich OECD countries in the period 1990–2001. Contrarily to the bulk of existing studies, we use a macro approach and explicitly consider the heterogeneity of climatic shocks (type, size, sign of shocks and seasonal effects). Our results show that the occurrence of adverse climatic events in origin countries has significative direct and indirect effects on out-migration from poor to rich countries.

Continental-scale economic analysis suggests that changes in climate conditions are associated with lower agricultural net revenue in sub-Saharan Africa. Specific locations, however, may not reflect this overall trend due to variation in baseline climate, soils, and socioeconomic factors that are difficult to model at large scales. The economic effect of changes in climate conditions on agricultural revenue in particular places in sub-Saharan Africa remains largely unknown. To test this effect, we study an area of West Africa with high climate variation over a small geographic area. We find that higher temperatures and precipitation lower agricultural revenues in the more important rainy season but increase revenues in the less important cool, dry season.

Quantitative research on household participation in the Payments for Environmental Services (PES) programme remains scarce. This paper aims to determine the key factors influencing household participation in a PES programme in Mozambique. Questionnaire-based quarterly surveys were conducted with 290 randomly selected households. We used the instrumental variables technique to identify the factors influencing household participation. The instrumental variables used for forest dependence were: household head born in the village, duration of residence of the household head in the village, ethnicity of the household head, business ownership of the household head and off-farm income of the household. The results show that education of household head and households' trust towards community members positively influenced household participation in PES, while forest dependence influenced it negatively. Future PES projects may thus need to focus more on developing social capital and the resource dependence of households.

This study explores three-way linkage between weather, agricultural performance and internal migration in India at the state and district level using census data. The estimations are based on a two-stage least squares model using panel data. The elasticity of the inter-state out-migration rate with respect to per capita net state domestic agricultural product is − 0.775, indicating that a decline in the value of agricultural output related to weather variations results in an increase in out-migration rate. The crop-wise analysis shows that a 1 per cent decline in rice (wheat) yield leads to a nearly 2 per cent (1 per cent) increase in the rate of out-migration from a state. The district-level analysis shows larger magnitudes of estimated change in in-migration rates to relative changes in crop yields. However, the district-level analysis using two-period panel data constructed from a single census provides relatively less robust results compared to the state-level analysis owing to the associated data limitations.

Previous authors have been unable to agree on whether environmental regulations hinder foreign direct investment (FDI). The empirical evidence in this domain remains inconclusive because of the contrasting results observed in the literature, owing to the differing characteristics of the data sets and models used in previous studies. The present study carries out a meta-analysis on a sample of published and unpublished papers on the so-called pollution haven hypothesis (PHH) in order to investigate whether certain aspects of research design affect the presented findings. The paper offers explanations for the mixed findings reported in the literature by suggesting that certain aspects of research design are crucial to explaining their significance. The PHH is more likely to be supported by studies that define FDI as the establishment of new plants and those that use government spending as a proxy for the strictness of environmental regulations. Moreover, focusing investigations on pollution-intensive industries or developing countries hardly increases the likelihood of achieving results that support the PHH.

Enhancing carbon sequestration is crucial to mitigate rising global levels of greenhouse gases, and for developing countries, carbon sequestration may also provide economic benefits via international carbon trading schemes. This study aimed to determine the optimal management strategy for tropical planted forests when timber and carbon sequestration are valued. The survey data were collected from 291 household foresters, who were growing Eucalyptus urophylla and Acacia mangium in Yen Bai Province, Vietnam. The regression exercise suggests that financial status was negatively correlated with forest management practices, and ethnicity and financial status were correlated with carbon sequestration management. The survey results suggest that the mean rotation age employed by household foresters is five years. However, the optimization modelling suggests that the optimal rotation age for maximizing net present value is greater than nine years. The differences between current practices and optimal practices therefore favour a role for government policy interventions.

This paper examines the impact of climate change on poor households across South Africa who practise subsistence farming to supplement their household income and dietary requirements. We consider three production systems: specialized crops, livestock and mixed crop-livestock farming. In general, we find specialized crop farmers to be the most vulnerable, while mixed crop-livestock farmers appear to be least vulnerable, suggesting that crop-livestock diversification is a potential coping strategy among poor subsistence farming households. We observe qualitatively similar results when we use self-reported food adequacy as the outcome. Furthermore, predicted impact shows that the climatic changes will be mildly harmful at first but will grow over time and lead to a 151 per cent loss in net revenue by the year 2080. Interestingly, we observe that crop farmers receive higher revenue when land is owned by the household, while on the other hand, livestock farmers earn more revenue when the land is communal.

In this paper we assess the potential economic effects of climate change on Brazilian agriculture scenarios in different regions in a general equilibrium framework, using a detailed regional economic database for the year 2005. Two different climate change impact scenarios are simulated. This paper extends the Brazilian literature in three different ways: by considering detailed shocks by product and region; by highlighting the connections between the potential impacts of climate change on agriculture and the labor market, with an inter-regional focus; and by specifying the links between climate change forecasts for agriculture and household expenditures. Results show that climate change impacts on Brazilian agriculture would have a relatively small economic effect on the Brazilian economy in aggregate terms, but with severe consequences at the regional level, making a strong case for losses that would be concentrated in the poorest regions and for the poorest workers and households in those regions.

Aggregate shocks such as droughts and floods cannot be perfectly insured by risk sharing within a village. Given this inability, what type of households are more vulnerable in terms of a decline in consumption when a village is hit by such shocks and what kind of microeconomic mechanism underlies the household heterogeneity in vulnerability? These questions are investigated using two-period panel data collected in rural Pakistan in 2001 and 2004. We compare consumption response to droughts, floods and health shocks and investigate how the response differs across different types of households. Empirical results show that the impact of droughts was negligible, younger and more landed households were less vulnerable to floods, and households with greater access to formal financial institutions were less vulnerable to idiosyncratic health shocks. The empirical pattern suggests the possibility of risk sharing among households that are heterogeneous in both risk aversion and credit access.

In a vertically differentiated setting, we consider a two-stage game between a clean firm and a dirty producer with quality competition at the first stage and price competition at the second stage under the assumption that consumers have relative preferences for quality. The equilibrium configuration changes depending on the consumers' dispersion and the relative preferences: either both producers are active at equilibrium, or the green producer is the only firm active in the market, the brown competitor being out. We analyze how the equilibrium changes when preferences are country specific (developed vs. developing countries). Finally, we show that whatever the market configuration at equilibrium, there can be a pollution damage reduction compared to the standard case without relative preferences. To the best of our knowledge, we are the first to introduce in the literature of green consumerism the notion of (possibly country-specific) relative preferences.
