Cambridge Studies in Contentious Politics breaks apart the narrow disciplinary and subfield boundaries that have fragmented the study of both traditional social movements and their non-routine politics. The exploration of noninstitutionalized political actions, including revolutions, democratization, cycles of protest, and ethnic conflicts, enables the connections between a wide array of political and social phenomena to be examined in national, comparative, and global perspective.

  • Cross-border solidarity has captured the interest and imagination of scholars, activists and a range of political actors in such contested areas as the US-Mexico border and Guantanamo Bay. Chandra Russo examines how justice-seeking solidarity drives activist communities contesting US torture, militarism and immigration policies. Through compelling and fresh ethnographic accounts, Russo follows these activists as they engage in unusual and high risk forms of activism (fasting, pilgrimage, civil disobedience). She explores their ideas of solidarity and witnessing, which are central to how the activists explain their activities. This book adds to our understanding of solidarity activism under new global arrangements, and illuminates the features of movement activity that deepen activists' commitment by helping their lives feel more humane, just and meaningful. Based on participant observation, interviews, surveys and hundreds of courtroom statements, Russo develops a new theorization of solidarity that will take a central place in social movement studies.

Labor and the Class Idea in the United States and Canada

  • Why are unions weaker in the US than in Canada, two otherwise similar countries? This difference has shaped politics, policy, and levels of inequality. Conventional wisdom points to differences in political cultures, party systems, and labor laws. But Barry Eidlin's systematic analysis of archival and statistical data shows the limits of conventional wisdom, and presents a novel explanation for the cross-border difference. He shows that it resulted from different ruling party responses to worker upsurge during the Great Depression and World War II. Paradoxically, US labor's long-term decline resulted from what was initially a more pro-labor ruling party response, while Canadian labor's relative long-term strength resulted from a more hostile ruling party response. These struggles embedded 'the class idea' more deeply in policies, institutions, and practices than in the US. In an age of growing economic inequality and broken systems of political representation, Eidlin's analysis offers insight for those seeking to understand these trends, as well as those seeking to change them.

  • At a time when the legitimacy of democracies is in question, calls to improve the quality of public debate and deliberative democracy are sweeping the social sciences. Yet, real deliberation lies far from the deliberative ideal. Theorists have argued that linguistic and cultural differences foster inequality and impede democratic deliberation. In this empirical study, the author presents the collective practices of political translation, which help multilingual and culturally diverse groups work together more democratically than homogeneous groups. Political translation, distinct from linguistic translation, is a set of disruptive and communicative practices developed by activists and grassroots community organizers in order to address inequities hindering democratic deliberation and to entreat powerful groups to work together more inclusively with disempowered groups. Based on ten years of fieldwork, Political Translation provides the first systematic comparative study of deliberation under conditions of linguistic difference and cultural misunderstandings.

  • When advocacy organizations are forbidden from rallying people to take to the streets, what do they do? When activists are detained for coordinating protests, are their hands ultimately tied? Based on political ethnography inside both legal and blacklisted labor organizations in China, this book reveals how state repression is deployed on the ground and to what effect on mobilization. It presents a novel dynamic of civil society contention - mobilizing without the masses - that lowers the risk of activism under duress. Instead of facilitating collective action, activists coach the aggrieved to challenge authorities one by one. In doing so, they lower the risks of organizing while empowering the weak. This dynamic represents a third pathway of contention that challenges conventional understandings of mobilization in an illiberal state. It takes readers inside the world of underground labor organizing and opens the black box of repression inside the world's most powerful authoritarian state.

Youth Movements and Elections in Eastern Europe

  • At the turn of the twenty-first century, a tide of nonviolent youth movements swept across Eastern Europe. Young people demanded political change in repressive political regimes that emerged since the collapse of communism. The Serbian social movement Otpor (Resistance) played a vital role in bringing down Slobodan Milosevic in 2000. Inspired by Otpor's example, similar challenger organizations were formed in Azerbaijan, Belarus, Georgia, and Ukraine. The youth movements, however, differed in the extent to which they could mobilize citizens against the authoritarian governments on the eve of national elections. This book argues that the movement's tactics and state countermoves explain, in no small degree, divergent social movement outcomes. Using data from semi-structured interviews with former movement participants, public opinion polls, government publications, non-governmental organization (NGO) reports, and newspaper articles, the book traces state-movement interactions in five post-communist societies: Azerbaijan, Belarus, Georgia, Serbia, and Ukraine.

  • This book offers an innovative perspective on the ever-widening gap between the poor and the state in Latin American politics. It presents a comprehensive analysis of the main social movement that mobilized the poor and unemployed people of Argentina to end neoliberalism and to attain incorporation into a more inclusive and equal society. The piquetero (picketer) movement is the largest movement of unemployed people in the world. This movement has transformed Argentine politics to the extent of becoming part of the governing coalition for more than a decade. Rossi argues that the movement has been part of a long-term struggle by the poor for socio-political participation in the polity after having been excluded by authoritarian regimes and neoliberal reforms. He conceptualizes this process as a wave of incorporation, exploring the characteristics of this major redefinition of politics in Latin America.

  • Meaningful Resistance explores the origins and dynamics of resistance to markets through an examination of two social movements that emerged to voice and channel opposition to market reforms. Protests against water privatization in Cochabamba, Bolivia, and rising corn prices in Mexico City, Mexico, offer a lens to analyze the mechanisms by which perceived, market-driven threats to material livelihood can prompt resistance. By exploring connections among marketization, local practices, and political protest, the book shows how the material and the ideational are inextricably linked in resistance to subsistence threats. When people perceive that markets have put subsistence at risk, material and symbolic worlds are both at stake; citizens take to the streets not only to defend their pocketbooks, but also their conceptions of community. The book advances contemporary scholarship by showing how attention to grievances in general, and subsistence resources in particular, can add explanatory leverage to analyses of contentious politics.

  • This book considers the diverse forms of mass mobilization and contentious politics that emerged during the Egyptian Revolution of 2011 and its aftermath. Drawing on a catalogue of more than 8,000 protest events, as well as interviews, video footage and still photographs, Neil Ketchley provides the first systematic account of how Egyptians banded together to overthrow Husni Mubarak, and how old regime forces engineered a return to authoritarian rule. Eschewing top-down, structuralist and culturalist explanations, the author shows that the causes and consequences of Mubarak's ousting can only be understood by paying close attention to the evolving dynamics of contentious politics witnessed in Egypt since 2011. Setting these events within a larger social and political context, Ketchley sheds new light on the trajectories and legacies of the Arab Spring, as well as recurring patterns of contentious collective action found in the Middle East and beyond.

  • How was the Sandinista National Liberation Front (FSLN) of Nicaragua able to resist the Reagan Administration's coercive efforts to rollback their revolution? Héctor Perla challenges conventional understandings of this conflict by tracing the process through which Nicaraguans, both at home and in the diaspora, defeated US aggression in a highly unequal confrontation. He argues that beyond traditional diplomatic, military, and domestic state policies a crucial element of the FSLN's defensive strategy was the mobilization of a transnational social movement to build public opposition to Reagan's policy within the United States, thus preventing further escalation of the conflict. Using a contentious politics approach, the author reveals how the extant scholarly assumptions of international relations theory have obscured some of the most consequential dynamics of the case. This is a fascinating study illustrating how supposedly powerless actors were able to constrain the policies of the most powerful nation on earth.

  • Religious War and Religious Peace in Early Modern Europe presents a novel account of the origins of religious pluralism in Europe. Combining comparative historical analysis with contentious political analysis, it surveys six clusters of increasingly destructive religious wars between 1529 and 1651, analyzes the diverse settlements that brought these wars to an end, and describes the complex religious peace that emerged from two centuries of experimentation in accommodating religious differences. Rejecting the older authoritarian interpretations of the age of religious wars, the author uses traditional documentary sources as well as photographic evidence to show how a broad range Europeans - from authoritative elites to a colorful array of religious 'dissenters' - replaced the cultural 'unity and purity' of late-medieval Christendom with a variable and durable pattern of religious diversity, deeply embedded in political, legal, and cultural institutions.

  • This volume analyzes regime politics in the developing world. By focusing on the civilian, collective actors that forge democracy and sustain it, this book moves beyond materialist arguments focusing on gross domestic product (GDP), poverty, and inequality. With case material from four continents, this volume emphasizes the decisive role played by parties and movements in forging democracy against the odds. These pivotal collectivities are consistently the key civilian collectivities that successfully mobilized for democracy, that helped forge enduring democratic institutions, and that shaped the quality of the democracies that emerged; they are the ones tasked with mobilizing along a range of social cleavages, confronting seemingly inhospitable conditions, and coordinating the process of regime change. While the presence of parties and movements alone is not sufficient to explain democracy, their absence is detrimental to enduring democratic regimes. Thus, this volume refocuses our attention on parties and movements as critical mechanisms of regime change.

  • Where Did the Revolution Go? considers the apparent disappearance of the large social movements that have contributed to democratization. Revived by recent events of the Arab Spring, this question is once again paramount. Is the disappearance real, given the focus of mass media and scholarship on electoral processes and 'normal politics'? Does it always happen, or only under certain circumstances? Are those who struggled for change destined to be disappointed by the slow pace of transformation? Which mechanisms are activated and deactivated during the rise and fall of democratization? This volume addresses these questions through empirical analysis based on quantitative and qualitative methods (including oral history) of cases in two waves of democratization: Central Eastern European cases in 1989 as well as cases in the Middle East and Mediterranean region in 2011.

  • In the last two decades, the LGBT movement has gained momentum that is arguably unprecedented in speed and suddenness when compared to other human rights movements. This book investigates the recent history of this transnational movement in Europe, focusing on the diffusion of the norms it champions and the overarching question of why, despite similar international pressures, the trajectories of socio-legal recognition for LGBT minorities are so different across states. The book makes the case that a politics of visibility has engendered the interactions between movements and states that empower marginalized people - mobilizing actors to demand change, influencing the spread of new legal standards, and weaving new ideas into the fabrics of societies. It documents how this process of 'coming out' empowers marginalized social groups by moving them to the center of political debate and public recognition and making it possible for them to obtain rights to which they have due claim.

Violent Conjunctures in Democratic India

  • This book is a pioneering study of when and why Hindu Nationalists have engaged in discrimination and violence against minorities in contemporary India. Amrita Basu asks why the incidence and severity of violence differs significantly across Indian states, within states, and through time. Contrary to many predictions, the Hindu nationalist Bharatiya Janata Party (BJP) has neither consistently engaged in anti-minority violence nor been compelled by the centrifugal pressures of democracy to become a centrist party. Rather, the national BJP has alternated between moderation and militancy. Hindu nationalist violence has been conjunctural, determined by relations among its own party, social movement organization, and state governments, and on the character of opposition states, parties and movements. This study accords particular importance to the role of social movements in precipitating anti-minority violence. It calls for a broader understanding of social movements and a greater appreciation of their relationship to political parties.

  • Civil society is frequently conceived as a field of multiple organizations, committed to highly diverse causes and interests. When studied empirically, however, its properties are often reduced to the sum of the traits and attitudes of the individuals or groups that are populating it. This book shows how to move from an 'aggregative' to a relational view of civil society. Drawing upon field work on citizens' organizations in two British cities, this book combines network analysis and social movement theories to show how to represent civil society as a system of relations between multiple actors. 'Modes of coordination' enables us to identify different logics of collective action within the same local settings. The book exposes the weakness of rigid dichotomies, separating the voluntary sector from social movements, 'civic' activism oriented to service delivery from 'un-civic' protest, grassroots activism external to institutions from formal, professionalized organizations integrated within the 'system'.

  • How do civil society organizations mobilize on climate change? Why do they choose certain strategies over others? What are the consequences of these choices? Networks in Contention examines how the interactions between different organizations within the international climate change movement shape strategic decisions and the kinds of outcomes organizations are able to achieve. First, it documents how and why cleavages emerged in this once-unified movement around the time of the 2009 Copenhagen Summit. Second, it shows how an organization's position in the movement's network has a large influence on the tactics it adopts. Finally, it demonstrates how the development of new strategies within this network has influenced the trajectory of global climate politics. The book establishes the ways in which networks are consequential for civil society groups, exploring how these actors can become more effective and suggesting lessons for the future coordination of activism.

  • Party in the Street explores the interaction between political parties and social movements in the United States. Examining the collapse of the post-9/11 antiwar movement against the wars in Iraq and Afghanistan, this book focuses on activism and protest in the United States. It argues that the electoral success of the Democratic Party and President Barack Obama, as well as antipathy toward President George W. Bush, played a greater role in this collapse than did changes in foreign policy. It shows that how people identify with social movements and political parties matters a great deal, and it considers the Tea Party and Occupy Wall Street as comparison cases.

  • How do social movements die? Some explanations highlight internal factors like factionalization, whereas others stress external factors like repression. Christian Davenport offers an alternative explanation where both factors interact. Drawing on organizational, as well as individual-level, explanations, Davenport argues that social movement death is the outgrowth of a coevolutionary dynamic whereby challengers, influenced by their understanding of what states will do to oppose them, attempt to recruit, motivate, calm, and prepare constituents while governments attempt to hinder all of these processes at the same time. Davenport employs a previously unavailable database that contains information on a black nationalist/secessionist organization, the Republic of New Africa, and the activities of authorities in the US city of Detroit and state and federal authorities.
