Small and medium-sized enterprises constitute the largest share of companies in most economies. As major resource users and significant contributors to environmental pollution, they are relevant targets for public policy programs aimed at increasing sustainability. We study how ‘sludge’ – small frictions in the choice architecture – can impact the uptake and effectiveness of such public policy programs targeted at SMEs. To this end, we conducted a field experiment within an existing policy program designed to support SMEs in implementing cost-effective environmental management practices. We manipulated the process of receiving free green items intended to support the implementation of those environmentally friendly practices within firms. We find that sludge, in the form of minor additional effort required to order the items, substantially undermined the program’s effectiveness. These results have important implications for policymakers: even minor sludge in the choice architecture can seriously impair the effectiveness of public policy programs targeted at companies.
In recent decades, the proliferation of single-use plastic products has significantly contributed to a surge in plastic pollution on a global scale. Researchers have extensively investigated the impacts of plastic pollution across various regions, yet a comprehensive holistic and location-based understanding of these impacts in the West African context is lacking. This study addresses this gap through a systemic assessment of the impacts of plastic pollution, in West Africa, particularly Ghana. Employing a qualitative system dynamics causal modelling approach, this study establishes linkages between pollution effects at the macro level, constructing a hierarchical outline of both high- and low-level impacts. The significance of this research lies in the application of pertinent systems thinking techniques to comprehend the broader impacts of plastic pollution. The outcomes of this study will inform the development of effective policies aimed at preventing or mitigating plastic pollution in Ghana, and potentially the wider West African context.
This chapter addresses the question of how the International Seabed Authority (ISA) discharges its environmental mandate in DSM. First, answer to this question hinges largely upon the composition, powers and functions and decision-making procedures of its organs and subsidiary bodies, in terms of both law and practice. Then, it identifies six categories of powers and obligations of the ISA relating to its environmental function. Namely, the powers to adopt rules, regulations and procedures, issue technical and administrative guidance to contractors, ensure compliance of the contractor while administering activities, issue environmental emergency order to the contractor for preventing (risk of) serious environmental damage, as well as the obligations to apply the precautionary approach, and encourage and promote marine scientific research. It argues that the ISA has changed to results-based environmental regulation. Finally, this chapter comments on the drafting work of Exploitation Regulations by the ISA and suggests ways for the LTC to assess the current state of marine scientific knowledge on a continuing basis.
This paper empirically investigates the economic effects of environmental activities. To be specific, it investigates the interactive influence of firms' environmental management and environmental innovation on their productivity. We consider both internal and external environmental management practices of global firms observed from 41 countries between 2017 and 2019. We also consider both inputs and outputs of firms' innovation activities that aim to reduce environmental impacts. Multiple indices are constructed to comprehensively evaluate firms' environmental activities, and productivity is estimated with a semi-parametric method. We find that environmental management and environmental innovation are directly correlated to each other and both substantially promote productivity; however, they tend to substitute each other's positive effects on productivity. Other variables such as globalization, government, labor inputs, and informal competition strongly affect firm productivity too.
The significant outlays by countries in the Global South to recover from the COVID-19 crisis could have been an opportunity to build back better, advancing both a green recovery and addressing pressing social problems, thus advancing sustainability. To examine if this was the case, in this paper we analyze the expected impacts of recovery initiatives in five Latin American countries. Our results show that these programs do not support the possibility of building back better, weakly impacting 12 dimensions related to sustainability. We also propose a methodology to improve how sustainability concerns can be included in future choice of projects.
Technical summary
It has been argued that the significant outlays by governments across the world required to recover from the COVID-19 crisis can be an opportunity to build back better, that is, advance toward greener societies. In the Global South, which suffered acute social, economic and environmental problems prior to this health crisis, recovery initiatives would be best suited to focus on sustainable economic recovery which – along with the environmental concerns of a green recovery – could address pressing local problems. To this end, we analyzed the expected impacts of recovery initiatives in five Latin American countries on each of 71 sustainability criteria. These criteria are based on the UN sustainable development goals and other relevant literature related to sustainable development. Using principal component analysis, criteria are grouped into 12 dimensions. Our results show that recovery programs examined do not take advantage of the possibility of building back better, and many relevant dimensions related to a sustainable recovery are only weakly considered. Our methodology provides a step forward toward supporting governments in their efforts to identify better policies and investment projects and consequently put together packages of initiatives that advance on sustainability, green recovery or other long-term goals they may have.

Over the last couple of decades, polar tourism has significantly grown in the number of visitors and diversified in terms of the tourism activities offered. The COVID-19 pandemic brought polar tourism to a halt and has prompted researchers, operators and policy-makers alike to reflect on how Arctic and Antarctic tourism have developed, how they are being managed and governed and, importantly, how tourism operators influence polar socio-ecological systems. Given the dominance of ship-based tourism over other types of tourism in the Polar Regions, we discuss the cornerstones of how polar ship-based tourism has developed over the last 50 years and explore the relevant international and regional governance regimes in this article. We identify which positive and negative biophysical, socio-cultural and economic impacts arising from polar tourism have been identified by researchers. It is difficult, if not impossible, to disentangle impacts caused by tourism alone from those that result from the interactions of multiple pressures at all levels (local, regional and global), and more research is needed to develop reliable and effective indicators to monitor tourism impacts. In addition, a better understanding is needed about the role tourist experiences might play in potentially encouraging long-term positive behavioural changes among visitors to the Polar Regions. The COVID-19 pandemic has provided an important opportunity to review polar tourism development and management, and to ask whether an emphasis should be placed on ‘degrowth’ of the sector in the future.
This study examined relationships between foodborne outbreak investigation characteristics, such as the epidemiological methods used, and the success of the investigation, as determined by whether the investigation identified an outbreak agent (i.e. pathogen), food item and contributing factor. This study used data from the Centers for Disease Control and Prevention's (CDC) National Outbreak Reporting System and National Environmental Assessment Reporting System to identify outbreak investigation characteristics associated with outbreak investigation success. We identified investigation characteristics that increase the probability of successful outbreak investigations: a rigorous epidemiology investigation method; a thorough environmental assessment, as measured by number of visits to complete the assessment; and the collection of clinical samples. This research highlights the importance of a comprehensive outbreak investigation, which includes epidemiology, environmental health and laboratory personnel working together to solve the outbreak.
Environmental violation by enterprises is a common problem in environmental management worldwide. To restrict enterprises' environmental pollution behaviors, China has implemented a public supervision system based on environmental information publicity, which guides the public to participate in environmental governance and supervises enterprises' environmental pollution behaviors. This study exploits a quasi-natural experiment based on the disclosure policy of the Pollution Information Transparency Index in China from 2008 and the difference-in-differences method to evaluate the disclosure effect of public supervision on enterprises' environmental violations, and to examine its environmental benefits and their realization path. We find that the public supervision system is conducive to the disclosure of enterprises' environmental violations. At the same time, public supervision has achieved the expected environmental benefits, mainly realized by reducing enterprises' output to reduce polluting emissions, and this mechanism is more obvious for high-polluting enterprises.
Since 1788 settler law has provided a means to either prevent or progress certain forms of environmental change, according to the values and needs of the settler state. These exploitative interests of the settler state were in sharp contrast to the approach of First Nations law, of caring for country, as reflected in the ancient and continuing culture of Indigenous peoples. This chapter examines the shifting nature and focus of environmental law from the exploitative pioneering phase of the late eighteenth and nineteenth centuries, the national development and wise use of resources that followed Federation, and concludes with the rise of modern environmentalism from the 1960s. The statutes and cases examined in this chapter range from the free selection and public health acts of the colonial period, to the more recent Environment Protection and Biodiversity Act 1999 (Cth) and Telstra Corporation v Hornsby Shire Council (2006). The historical record suggests a reactionary pattern of environmental exploitation giving rise to settler environmental anxieties that stimulate legislative intervention. Despite the promise of the wave of environmental legislation of the 1970s and 1980s, Australia’s State, Territory and Federal environmental laws have proven to be relatively weak in restraining this reckless pattern of political expediency, developmentalism and short-sightedness.
“Environment and Sustainable development” examines the mismanagement and porous policies of governance that neglect pressing environmental concerns with no regard for sustainable development. In reality, bad politics, gross mismanagement, and corruption have stifled human development and sustainable economic progress. Nigeria is rated as one of the ten most corrupt governments of the world, crippling the likelihood for effective and sustainable policy. Moreover, the government has also struggled to create and maintain cohesive leadership driven by public service. Divisive religious and ethnic identities produce starkly conflicting viewpoints that have complicated the nation’s fractured politics and collectively threaten its stability, resulting in politically and religiously motivated assassinations and internal violence such as the Biafran War and repeated campaigns of terror by groups such as Boko Haram. Nigeria must rise to the challenge of meeting the needs of the present without bankrupting the future of both the people and the land. While short-term measures are important to avoid violence and political strife, long-term planning must be treated as a critical investment and balanced fairly in relation to immediate contingencies. Therefore, drawing from an in-depth analysis, this study offers a dozen recommendations for modernizing the country.
This chapter provides a brief summary of some of the key findings of this book, first by considering the answers to questions posed at the beginning, then via a series of summary statements and provocations.
Inspired by notions of interest of humankind and intergenerational equity, we explored Antarctic perceptions of a subset of future generations—university students. Students at three universities in Canada, the Netherlands, and the USA were surveyed to determine the relationships between nationality, academic major, opinions on values of Antarctica, and support for a range of human activities in Antarctica (n = 618). Logistic regression was used to model the relationship of these variables with support for designation of Antarctica as a wilderness reserve, construction of new research stations, and mining. Compared with business and economics majors, biological sciences and natural resources/conservation majors were more likely to support wilderness designation and less likely to support mineral resource development. Nationality was not significantly associated with support for construction of new research stations and mineral resource development. Opinions on the value of Antarctica and support for activities also exhibited significant influences on dependent variables. Consistent with earlier studies of Antarctic scientists, personnel, tourists, and other members of the general public, university students valued Antarctica as one of the world’s last great wildernesses (66%), an important component of the Earth’s climate system (66%), and a science laboratory for the benefit of mankind (62%).
The second half of the twentieth century saw major improvements in the legal regime for fisheries management. This notwithstanding, the deep seas remain largely unregulated under international law, until recently only being covered by the general environmental and management provisions found in UNCLOS. In light of this regulatory gap, this article evaluates the potential law-making effects, if any, of the FAO Deep-Sea Fisheries Guidelines, a voluntary instrument designed to provide States with a regulatory framework for the management of their deep-sea fisheries. It considers how the Guidelines may inform, interpret and influence the content of the general high-sea obligations in UNCLOS. Despite the vagueness and generality of those provisions, some indication of their substantive content has been given in recent decisions, particularly the South China Sea Arbitration. By assessing their compatibility, and their level of acceptance by the international community, this article argues that the FAO Deep-Sea Guidelines are beginning to have a law-making effect by providing an authoritative interpretation of the general high-sea obligations found in UNCLOS relating to deep-sea fisheries.
This article reviews four key orientations in environmental ethics that range from an instrumental understanding of sustainability to one that acknowledges the intrinsic value of sustainable behavior (i.e., sustainable resource use, conservation and preservation, rights-based perspectives, and deep ecology). It then shows that the current scholarly discourse around corporate sustainability management—as reflected in environment management (EM), corporate social responsibility (CSR), and corporate political activity (CPA)—mostly favors an instrumental perspective on sustainability. Sustainable business practices are viewed as anthropocentric and are conceptualized as a means to achieve competitive advantage. Based on these observations, we speculate about what corporate sustainability management might look like if it applied ethical orientations that emphasize the intrinsic value of nature. This discussion also includes an introduction to two articles in this special section focused on the role of the environmental manager and sustainability standards, both of which offer paths for incorporating intrinsic valuation of the environment into sustainability management.
Firms face a variety of institutional logics and one important question is how individuals within firms manage these logics. Environmental managers in particular face tensions in reconciling their firms’ commercial fortunes with demands for greater environmental responsiveness. We explore how institutional work enables environmental managers to respond to competing institutional logics. Drawing on repeated interviews with 55 firms, we find that environmental managers face competition between a market-based logic and an emerging environmental logic. We show that some environmental managers embed the environmental logic alongside the market logic through variations of creation and disruption, thus over time creating institutional change, which can result in blended logics. Others, however, pursue a strategy of status quo or disengagement through maintenance or other forms of disruption, where the two logics coexist in principle but not in practice; instead the market logic retains its dominance. We discuss the implications of our findings for research.
We extend a previous analysis of Antarctic tour ship vessel traffic to include 20 years of commercial cruise activity (1993/94–2012/13) using recently digitized historical records and new data on vessel landings since 2008/09. Using tourism statistics from 1989/90–2013/14, we also examine trends in passenger numbers, landings and the nationalities of passengers travelling to the Antarctic Peninsula region. This study represents the most comprehensive long-term perspective on how tour ship activity has changed spatially and temporally over a period in which visitation has grown ten-fold. Passenger landings and marine traffic are highly concentrated at a few specific locations, particularly along the Peninsula’s south-western coast. Antarctic tourism activity is closely correlated with measures of economic activity in those countries contributing the largest numbers of visitors to the region. The nationalities of Antarctic tourists have shifted over the years, particularly with respect to an increasing number of visitors from China. Since emerging markets for Antarctic travel are probably far from saturated, interest in travelling to Antarctica will probably continue to grow. Understanding visitation patterns will focus efforts to monitor potential anthropogenic impacts and inform management decisions regarding activities in and around the Antarctic region.
Traditionally, environmental education has been aimed at the community or in primary schools and governmental pressure to reduce environmental damage has focussed on large businesses. More recently, the role and importance of small business and how to engage them in the environmental debate has come under scrutiny. Researchers have identified education as one method of increasing the understanding of small business owner-managers' role and knowledge of practices that, when implemented, will reduce the negative impacts of their businesses. However, there is little attention given in the literature to the perspective of the small business owner-manager and environmental education. This research was conducted to begin to address this gap. Research results confirm that there is limited environmental education for small businesses and that there is a disconnect in meeting the needs of such a disparate group. Six elements were identified by the small business owner-managers in the design of environmental education for them: use of plain language, provision of best practice examples, industry specific information, solutions for immediate improvement, practical content and use of trusted sources to deliver the program.
The importance of the environment is something of a cracked record to many small business owners, as historically any calls to business to change or improve their practices or behaviours were from the ‘environmental’ or ‘green’ perspective, rather than from a business perspective. As a consequence, many small businesses have simply tuned out. This research sought to identify the impact of an education intervention program that encouraged better environmental management practices and provided practical assistance to the businesses. The research was designed to test the effectiveness of the program and record any changes that occurred in the businesses over the duration of the project. To measure changes, it included a pre- and post-intervention survey. Overall, there was an increased awareness in most of the businesses in regard to environmental issues. Participants from many of the businesses also expressed positive changes to both behaviours and attitudes to environmental issues. This demonstrated the value of the program, and also highlighted the challenge to engage small business, even when a business case is apparent, given the cost of implementing this type of intensive and personalised assistance.
The management of sediment and water contamination from legacy waste is a significant problem in Antarctica. Although several reports have noted that there are contaminated sites at the abandoned Wilkes Station, a systematic attempt to assess the spatial scale of the problem has not been made, making development of clean-up or preservation programmes difficult. A contaminated site assessment for the old Wilkes Station and surrounds is presented in this paper. The Australian and New Zealand Environment and Conservation Council (ANZECC) sediment and water quality guidelines and background concentration levels (BCL) were used to assess the extent of contamination across Clark Peninsula. Of 67 sediment sites sampled, 72% were contaminated with at least one metal or metalloid, with values exceeding the ANZECC ISQG-High or 2 x BCL. Moreover, 19% were contaminated with four or more metals/metalloids. Of the 93 water samples collected, all but one was contaminated with at least one metal/metalloid concentration exceeding the guidelines, and 96% were contaminated with two or more metals/metalloids. For hydrocarbons in sediment and water, most samples were below quantitation limits. There is a complex pattern of contamination across Clark Peninsula that needs to be considered in future waste treatment, containment or removal operations, and for protection of heritage items.
Neisseria meningitidis is transmitted through the inhalation of large human respiratory droplets, but the risk from contaminated environmental surfaces is controversial. Compared to Streptococcus pneumoniae and Acinetobacter baumanni, meningococcal viability after desiccation on plastic, glass or metal surfaces decreased rapidly, but viable meningococci were present for up to 72 h. Encapsulation did not provide an advantage for meningococcal environmental survival on environmental surfaces.
