  • China's war against Japan was, at its heart, a struggle for food. As the Nationalists, Chinese Communist Party, and Japanese vied for a dwindling pool of sustenance, grain emerged as the lynchpin of their strategies for a long-term war effort. In the first in-depth examination of how the Nationalists fed their armies, Jennifer Yip demonstrates how the Chinese government relied on mass civilian mobilization to carry out all stages of provisioning, from procurement to transportation and storage. The intensive use of civilian labor and assets–a distinctly preindustrial resource base– shaped China's own conception of its total war effort, and distinguished China's experience as unique mong World War Two combatants. Yip challenges the predominant image of World War II as one of technological prowess, and the tendency to conflate total war with industrialized warfare. Ultimately, China sustained total war against the odds with premodern means: by ruthlessly extracting civilian resources.

  • Authoritarian Survival and Leadership Succession in North Korea and Beyond examines how dictators manage elites to facilitate succession. Theoretically, it argues that personalistic incumbents facilitate the construction of a power base of elites from outside of their inner circle to help the successor govern once he comes to power. Then, once in office, successors consolidate power by initially relying on this power base to govern while marginalizing elites from their predecessor's inner circle before later targeting members of their own power base to further consolidate power. The Element presents evidence for these arguments from North Korea's two leadership transitions, leveraging original qualitative and quantitative evidence from inside North Korea. Comparative vignettes of succession in party-based China, Egypt's military regime, and monarchical Saudi Arabia demonstrate the theory's broader applicability. The Element contributes to research on comparative authoritarianism by highlighting how dictators use the non-institutional tool of elite management to facilitate succession.

  • Scholars of international relations, political thought, and India's international and diplomatic history are increasingly interested in the relevance of non-alignment in Indian foreign policy. The origins of such policies and debates can be traced back to Nehru's conceptualization of non-alignment at the height of the Cold War. In this deeply researched study of his years as Prime Minister, 1947–64, Swapna Kona Nayudu utilizes archival research in multiple languages to uncover Indian diplomatic influence in four major international events: the Korean War, the Suez Crisis, the Hungarian Revolution, and the Congo Crisis. Through this detailed examination, she explores the contested meaning of non-alignment, a policy almost unique in its ambiguity and its centrality to a nation's political life. The resulting history is a thoughtful critique of India's diplomatic position as the only non-aligned founding member of the UN.

  • During the postwar period, Japan, Taiwan and South Korea emerged as industrial and democratic exemplars in the East Asia region. A less well-known story is of their equally remarkable achievements in social policy reform and the formation of welfare states. Section 1 of the Element provides an overview of welfare state deepening in Japan, Taiwan and Korea and an account of why and how the developmental states institutionalized the social insurance model. Section 2 examines the drivers of social welfare universalization in Japan, Taiwan and Korea, notably the importance of democratization. Section 3 focuses on emerging challenges to the East Asian welfare state and how it has adapted. Though Japan, South Korea and Taiwan evolved their welfare states in a distinctive way historically, the current challenges they face and their responses have converged with other developed, post-industrial democracies.

  • Beyond Coercion offers a new perspective on mechanisms of social control practiced by authoritarian regimes. Focusing on the Chinese state, Alexsia T. Chan presents an original theory and concept of political atomization, which explains how the state maintains social control and entrenches structural inequality. Chan investigates why migrant workers in China still lack access to urban public services despite national directives to incorporate them into cities, reported worker shortages, and ongoing labor unrest. Through a meticulous analysis of the implementation of policies said to expand workers' rights, she shows how these policies often end up undermining their claims to benefits. The book argues that local governments provide public services for migrants using a process of political individualization, which enables the state to exercise control beyond coercion by atomizing those who might otherwise mobilize against it. But how did this system evolve? Louise Tillin traces the origins and development of India's welfare regime, recovering a history previously relegated to the margins of scholarship on the political economy of development. Her deeply researched analysis, spanning from the early twentieth century to the present, captures long-term patterns of continuity and change against a backdrop of nation-building, economic change, and democratisation. Making India Work demonstrates that while patronage and resource constraints have undermined the provision of public goods, Indian workers, employers, politicians and bureaucrats have long debated what an Indian 'welfare state' should look like.   • East Asia stands apart from the rest of Asia in the prevalence of the institutionalization of the 1951 Refugee Convention. Despite this widespread adoption of the Convention in East Asia, the record on implementation into domestic law and policy is uneven. This Element offers a comparative analysis of the gap between the institutionalization of the Refugee Convention and the implementation of refugee policy in China, Japan, South Korea, Hong Kong, Taiwan, Macau, and Mongolia. Specific attention is given to two key policy issues: refugee status determination—deciding who is granted government recognition as a refugee—and complementary forms of protection—protection based on statutes other than the Refugee Convention. This Element demonstrates that implementation of the Refugee Convention in East Asia depends on a vibrant civil society with the space and opportunity to engage with local UNHCR offices, local branches of international nongovernmental organizations (INGOs, and other stake holders).
