Summary
Following the last chapter, I wouldn’t blame you for thinking that counter-radicalization efforts will perpetually lag behind the techniques that extremist groups use to reach audiences. The development and implementation of counter-radicalization programs requires ample support from large organizations. Unfortunately, government agencies, NGOs, universities, and other institutional entities involved in shaping viable counter-radicalization strategies are often characterized by organizational inertia, making them slow to react to changing communicative strategies employed by violent extremists. In contrast, the extremists are not constrained by the ethical or legal considerations that apply to counter-radicalization efforts. Moreover, extremists are often allowed to act of their own accord, limiting organizational interference in their interactions with audiences. This communicative agility makes violent extremists’ persuasive messages adaptable to new communication technologies and shifting audience bases, making them all the more effective.
