Summary
Introduction
Summary. The successful transformation of agriculture depends on generations of farmers investing in agriculture because it is profitable for them to do so, despite the inevitable ups and downs of farming. In order for such risky production to be profitable, it requires, at a minimum, sustained government investment in the delivery and proper functioning of public goods and services accessible to all farmers. Government delivery of public goods and services over decades creates an environment within which the majority of farmers, not just the privileged few, can perceive and seize market opportunities, take risks, diversify their income and employment portfolio, and achieve financial success, however defined by the farmers themselves. Sustained public investment in and delivery of public goods and services accessible to the majority of farmers lays the foundation for a thriving private agriculture because they jointly provide an environment of stability and opportunity for all farmers, enabling them to achieve what they want most, financial strength and security in good times and bad.
