Summary
From 2012 to 2017, states collectively increased general appropriations funding for pre-kindergarten education by 47 percent, with ten states moving toward near-universal provision and only six states declining to fund pre-kindergarten programs. States use everything from lotteries to tobacco settlements to fund the programs, which enroll 33 percent of US four-year-olds – more than double the number enrolled in federal programs.
