Summary
The circumstances prevailing at the time Burchett wrote Inside Story of the Guerilla War help to explain the optimistic assessment of the liberation struggle which fills its pages. By early 1965 it had become clear to the Americans that their cautious policy in Vietnam was not working. South Vietnam was at the point of collapse and it was increasingly understood in Washington that a continuation of existing policies would necessarily lead to defeat for the US and for South Vietnam.
The US response was to greatly increase its troop levels in the South (184,000 by the end of 1965; 385,000 by the end of 1966) and to initiate Operation Rolling Thunder, the sustained aerial bombing of North Vietnam. It was at this moment that the war moved into a new phase. Strategists in Washington took some time to realise that increased troop numbers were not likely to win this battle, and it may have been useful for them to read the assessment of the relative motivations of the combatants in the following chapter.
