This paper examines how the British South Africa Company (BSAC; the Company), the founding administrator of Southern Rhodesia, now Zimbabwe, navigated the creation of a fiscal system of the colony from 1890 to 1922 and how the fiscal system shaped political decisions regarding the colony’s administrative structure. It casts light on the early efforts of the colonial state-making process under the BSAC and how it established its administrative structure. Once occupation was completed, the Company’s ability to finance the cost of governance and administration was the most critical factor facing it. Whereas earlier scholarship has discussed various aspects of Southern Rhodesia’s early economic endeavors and political evolution, this paper demonstrates the significance of the fiscal system in shaping both the economic and political trajectories of the early administration. Through analyzing the Company’s revenue collection and expenditure patterns, the paper reconstructs the contours of shifting notions of what constituted the Company’s commercial and administrative revenue. It argues that the BSAC’s fiscal and budgetary administration approach was gradual, experimental, and sometimes ad hoc, resulting in continuous conflicts between the Company administration and the settlers. The paper relies on a wide range of sources that include the BSAC annual reports, historical manuscripts, Legislative Council debates, newspapers, and other political pamphlets to unpack the tensions between the Company government and white settlers over the fiscal and administrative evolution of the colony.

The sex gap in politics is widely documented: women tend to support left-wing parties more than men do. Evidence of this observation was recently supplemented by the identification of a within-party sex gap: within parties, female voters and politicians tend to take more left-wing positions. While this research typically limits itself to one policy area or one political party, we provide more broad-based evidence of within-party sex gaps among Flemish local politicians by covering a broad set of policy domains and six political parties. Our focus is on expenditure preferences. Analyzing stated preferences of 1,055 council members, we find that—across parties—female politicians have more leftist preferences than their male colleagues in six out of eight policy domains. Crucially, sex differences also occur within parties. We identify significant within-party sex gaps in four out of eight policy domains. Female representatives express preferences that are more left wing than their male colleagues with respect to public spending on crime, culture, and welfare. For environmental spending, they take a more right-wing position.

This study examines the various factors affecting household expenditures on fresh and processed fruit and vegetables in the U.S. using the 1992 Consumer Expenditure Survey. Empirical results suggest that higher income, better educated, larger, and older households spend more on fresh and processed fruit and vegetables than do other households. Seasonal and regional variations are also evident.

Objectives: Health technology assessment (HTA) was established in Austria in the 1990s and, since then, it has gained considerable importance. In this study, we aim to analyze whether the HTA reports that have been produced at the Institute for Technology Assessment (ITA) and at the Ludwig Boltzmann Institute for HTA (LBI-HTA) have had an impact on decision making within the Austrian health care system.

Methods: We selected all reports that were intended for supporting (i) reimbursement/investment or (ii) disinvestment decisions. Eleven full HTA reports and fifty-eight rapid assessments fulfilled the inclusion criteria. We used interview data and administrative data on volumes, tariffs and expenditure of products/services to analyze whether and how reports were in reality used in decision making and what the consequences for health care expenditure and resource distribution have been.

Results: Five full HTA reports and fifty-six rapid technology assessments were used for reimbursement decisions. Four full HTA reports and two rapid assessments were used for disinvestment decisions and resulted in reduced volumes and expenditure. Two full HTA reports showed no impact on decision making. Impact was most evident for hospital technologies.

Conclusions: HTA has played some role in reducing volumes of over-supplied hospital technologies, resulting in reduced expenditure for several hospital providers. Additionally, it has been increasingly included in prospective planning and reimbursement decisions of late, indicating re-distribution of resources toward evidence-based technologies. However, further factors may have influenced the decisions, and the impact could be considerably increased by systematically incorporating HTA into the decision-making process in Austria.

The view that there is an ‘under-savings’ problem in the UK domestic sector has had an important bearing on the contemporary agenda for policy reform. This paper considers the temporal variation of household expenditure and disposable income described by micro-data observed during the past four decades (1971 to 2009). I find a very close correspondence between the growth of expenditure and disposable income over the sample period, with the implication that households have not offset the well-documented decline in occupational pension provisions during the period through increased private saving out of disposable income.

Background: This study explores how the views of a panel of experts on dementia would affect projected long-term care expenditure for older people with dementia in England in the year 2031.

Methods: A Delphi-style approach was used to gather the views of experts. The projections were carried out using a macro-simulation model of future demand and associated expenditure for long-term care by older people with dementia.

Results: The panel chose statements that suggested a small reduction in the prevalence of dementia over the next fifty years, a freeze in the numbers of people in care homes, and an increase in the qualifications and pay of care assistants who look after older people with dementia. Projections of expenditure on long-term care that seek to capture the views of the panel suggest that future expenditure on long-term care for this group will rise from 0.6% of GDP in 2002 to between 0.82% and 0.96% of GDP in 2031. This range is lower than the projected expenditure of 0.99% of GDP in 2031 obtained under a range of base case assumptions.

Conclusions: This paper attempts to bridge the gap between qualitative forecasting methods and quantitative future expenditure modelling and has raised a number of important methodological issues. Incorporating the panel's views into projections of future expenditure in long-term care for people with dementia would result in projected expenditure growing more slowly than it would otherwise.

This paper proposes a methodology for measuring poverty among people aged 60 years or more and living alone in Hong Kong. It uses a lifestyle approach and is based on an index of subjective perceptions of deprivation consisting of 79 indicators. These cover the main expenditure categories of single elders in Hong Kong: housing, food, clothing, durable goods, fuel and water, entertainment and social activities, medical care and transport. We tentatively identify a poverty threshold of HK $7,000 per month in regard to these expenditure categories. With incomes below $6,000, respondents reduce spending on miscellaneous items and, at incomes of $5,000, they reduce spending on clothing, entertainment and social activities and transport. At incomes below $4,000, they cut down on food, durable goods, and fuel and water expenditure. As incomes drop below $4,000, respondents are forced to cut to a significant degree the ‘necessities’ of life, in particular food, to make ends meet. Despite this, levels of transfer payments to Hong Kong's eligible single elders are currently below this amount. It is noteworthy that respondents do not reduce housing, medical care, services and ‘other’ expenses when their incomes are below $7,000 per month. We conclude that Hong Kong's status as a ‘tiger welfare regime’, and in particular its relatively comprehensive provision of public housing and health care, helps to explain this finding.

Costs of sexual traits are of central importance to the theory of sexual selection. To qualify as a cost in line with theoretical models, empirical studies must demonstrate that sexual traits cause negative effects on one component of fitness of the trait bearer. Moreover, it must be demonstrated that the costs are differential such that negative effects on fitness are more severe for individuals in poor condition than for individuals in good condition. However, in the current literature, there is confusion over what qualifies as a cost, and costs are often anticipated based on findings of increased expenditure. Consequently, it seems that the generally accepted notion that sexual traits are costly is in fact based almost exclusively on indirect evidence and that direct empirical evidence is very scarce.
