Looking back, the moral panic that precipitated the decimation of horror comics in the 1950s seems quaint, yet concerns about the psychological impact of violent media on consumers have never disappeared. In this article, I outline a particular type of psychological impact we ought to take seriously when evaluating the moral status of entertainment. I then consider (a) ways in which comics seem immune from claims that they create this kind of impact for their readers, as well as (b) ways in which we might think that comics generate special instances of moral danger for readers.

This article is based on the presidential address presented to the Society for Historians of the Gilded Age and Progressive Era at the meeting of the Organization of American Historians in Los Angeles in 2023. Its focus is Maury Diggs and Drew Caminetti, two white men from Sacramento, California, charged with violating the Mann Act (known as the White Slave Trafficking Act) in 1913. The Gilded Age and Progressive Era obsession with white slavery, a phenomenon that has particular resonance in today’s climate, reveals the power of moral panics. Examining the steps, and missteps, that various legal, social, and political entities, including all three branches of government, took in response to Diggs and Caminetti’s actions highlights some of the major social changes gripping the nation. Moral panics can be investigated as crucial historical sites of contestation, revealing efforts to neutralize or turn back the societal changes perceived to be the greatest threat to the prevailing social power structure—in this case foreigners, the new leisure culture, the liberalization of sexual attitudes, and the threat of female independence. Understanding the origins and repercussions of past moral panics can help identify, understand, and possibly defuse future panics.

Advocates of gender quotas emphasize their transformative potential for women’s political participation. Yet evidence on the symbolic effects of quotas remains inconclusive, with some studies uncovering significant backlash after implementation. Although elite resistance to quotas has been posited as an explanation, the underlying mechanisms generating negative effects remain underexplored. This study proposes the utilization of “moral panic” by elites as a mechanism of resistance. By leveraging their media influence and employing conservative moral rhetoric, elites engineer moral panic, framing women’s political engagement as detrimental to social order and gender hierarchies. Such panic aims to incite public opposition and rationalize elite resistance to progressive changes. Notably, this tactic is more prevalent in countries with reserved-seat quotas, where elites possess limited control over electoral outcomes. Using an original dataset encompassing politician names and genders, I analyze over 150,000 news articles from 2000 to 2021 across 10 sub-Saharan African countries. The findings indicate that quota-induced gains in women’s representation are followed by significant increases in conservative ethical language in news coverage of women politicians, particularly in countries with reserved-seat quotas. These findings bear important implications for gender equality in politics and shed light on the dynamics of backlash after quota implementation.

In the United States, the Commercial Sexual Exploitation of Children (CSEC) has been one of the principal foci in the fight against human trafficking during the past decade with billions of dollars spent and hundreds of thousands of helping professionals trained in anti-trafficking best practices. Despite this attention, prosecutions, convictions and rescues have been scarce relative to funding, leading critical scholars to argue that CSEC is a moral panic. The following article, based on fourteen months of participant-observation between 2009 and 2010 with social service providers, law enforcement officials, not-for-profit directors and local clergy from a voluntary participation federal anti-trafficking taskforce in Atlantic City, New Jersey provides an ethnographic account of the ways that helping professionals confront the challenges and contradictions of implementing policy and advocating for an invisible target population that is rarely, if ever, visible in their work lives.
