Summary

Chapter 6 presents the second of the three case studies: Protecting the Individual Human Being from Mass Atrocities. The case study offers a critical discussion of the literature and the development of R2P. The chapter then analyses the discourse on Libya and Syria concerning actions to protect civilians and the potential use of force to do so. The analysis focuses mainly on UN Security Council deliberations. Finally, the chapter demonstrates how the individual human being appears in the discourse on protection as innocent civilians or guilty perpetrators or terrorists. As will be demonstrated, this matters for enabling a politics of protection. By analysing the debate on the intervention in Libya in 2011 and dealing with the conflict in Syria, mainly focusing on the years 2011 to 2015, respectively, I demonstrate how these politics of protection play out

Multifunctional peace operations have become an integral part of international society to the extent that they are now one of the major regulating institutions of international relations. The United Nations (UN) is the main player in setting up such operations. The UN has seen a major but gradual evolution of its role in maintaining and establishing peace. Having developed peacekeeping as a form of impartial interposition between belligerents during the Suez Crisis in 1956, the UN has continually broadened its sphere of action. These cumbersome and complex operations are demanding and present the UN with a number of challenges.

Summary

An increasingly common view among political philosophers is that, in fact, all justified humanitarian intervention is obligatory. There is no such thing as merely permissible: either there is a duty to intervene, or there is a duty not to intervene. This chapter considers the possibility those humanitarian interventions, which are permissible but discretionary for citizens, are always either obligatory or prohibited for their government, depending on the circumstances. Severe deprivations and human-rights abuses are a permanent feature of the world in which we live. There is a second feature of positive duties that makes the all-or-nothing view untenable as a description of the moral requirements of citizens. Namely, all positive duties are subject to a high-cost qualification. The all-or-nothing view, if taken as an account of the moral requirements of citizens, looks to be untenable.
