Summary
Japan is the only country in the world to adopt an official era naming system. Although “Reiwa” started in the Spring of 2019 with the English interpretation of “beautiful harmony,” it met a world facing unprecedented and accelerating global challenges and change. One driver and source of these groundswells is the progress of Artificial Intelligence (AI). This chapter presents a Japan-focused snapshot of the interplay between technology, education and society at the start of the 2020s.
Reiwa
In June 2019, the Cabinet Office of Japan’s government1 put into print the goal of creating a society that can adapt to, safely use, and capitalize on the capabilities and promise of AI. Their language may be flat, but the goals are vertiginous: “to redesign society in every way including Japan’s human potential, social systems, industrial structures, innovation systems and governance.” The Cabinet Office suggests that a human-centric society that capitalizes on AI and the Internet of Things (IoT) in this way will realize what it calls “Society 5.0.”
We examine this “Society 5.0” naming and review the state of progress in AI. We will see that educationally there is a significant challenge to teaching the subject. We then look at the AI-related research and education reforms that Japan is already rolling out. Finally, we review the third-party evaluations of Japan’s state of readiness.
Society 5.0
Product numbering is useful in the fast-changing world of software and hardware development. We write in the time of the iPhone 12. Current readers may have a memory of releases as low as four, five or 5S. Readers in the future may struggle with such low digits, or maybe the numbers will no longer mean anything at all.
The presence of “versioning” numbers on things that are not hardware or software is just one example of how technology affects not only our material environment but also our thoughts. The roots go back to Tom O’Reilly’s popularizing of the term “Web 2.0” when starting the O’Reilly Media Web 2.0 Conference with Dale Dougherty in 2004. He later went on to try a similar treatment in politics with the 2009 Gov2.0 summit. In this usage, “2.0” is shorthand for a different or improved version.

Background
Studying phenotypic and genetic characteristics of age at onset (AAO) and polarity at onset (PAO) in bipolar disorder can provide new insights into disease pathology and facilitate the development of screening tools.
AimsTo examine the genetic architecture of AAO and PAO and their association with bipolar disorder disease characteristics.
MethodGenome-wide association studies (GWASs) and polygenic score (PGS) analyses of AAO (n = 12 977) and PAO (n = 6773) were conducted in patients with bipolar disorder from 34 cohorts and a replication sample (n = 2237). The association of onset with disease characteristics was investigated in two of these cohorts.
ResultsEarlier AAO was associated with a higher probability of psychotic symptoms, suicidality, lower educational attainment, not living together and fewer episodes. Depressive onset correlated with suicidality and manic onset correlated with delusions and manic episodes. Systematic differences in AAO between cohorts and continents of origin were observed. This was also reflected in single-nucleotide variant-based heritability estimates, with higher heritabilities for stricter onset definitions. Increased PGS for autism spectrum disorder (β = −0.34 years, s.e. = 0.08), major depression (β = −0.34 years, s.e. = 0.08), schizophrenia (β = −0.39 years, s.e. = 0.08), and educational attainment (β = −0.31 years, s.e. = 0.08) were associated with an earlier AAO. The AAO GWAS identified one significant locus, but this finding did not replicate. Neither GWAS nor PGS analyses yielded significant associations with PAO.
ConclusionsAAO and PAO are associated with indicators of bipolar disorder severity. Individuals with an earlier onset show an increased polygenic liability for a broad spectrum of psychiatric traits. Systematic differences in AAO across cohorts, continents and phenotype definitions introduce significant heterogeneity, affecting analyses.

Integral equations on the half line are commonly approximated by the finite-section approximation, in which the infinite upper limit is replaced by a positive number β. A novel technique is used here to rederive a number of classical results on the existence and uniqueness of the solution of the Wiener-Hopf and related equations, and is then extended to obtain existence, uniqueness and convergence results for the corresponding finite-section equations. Unlike the methods used in the recent work of Anselone and Sloan, the present methods are constructive, and result in explicit asymptotic bounds for the error introduced by the finite-section approximation.

The aim of this study was to determine whether dietary supplementation with branched-chain amino acids, and the infusion of insulin and dextrose, would increase milk protein secretion in the sow. The experiment involved sixteen lactating sows fed either a normal lactation diet (162 g/kg crude protein, n 8) or a high-protein diet (230 g/kg crude protein, n 8) supplemented with branched-chain amino acids (valine, isoleucine and leucine). Sows were either infused with insulin and dextrose or not infused at all during mid (day 5–10) and late (day 17–22) lactation in a single reversal design. Blood samples were analysed for glucose, and the dextrose infusion rate was adjusted to maintain the blood glucose level within 15 % of pre-infusion levels. Milk (10·1 v. 11·1 kg/d; P=0·014) and\ lactose (628 v. 727 g/d; P=0·002) yield increased with insulin infusion, whereas milk protein content (5·0 % v. 5·5 %; P=0·007) was increased in diets supplemented with protein and branched-chain amino acids. Piglet growth was increased by feeding the higher-protein diet (237 v. 273 g/d; P=0·05) but not significantly increased by insulin infusion (245 v. 265 g/d; P=0·11). These effects were additive such that the combined treatment resulted in a 24 % (56 g/d; P<0·05) increase in piglet growth rate. These data demonstrate that increasing the dietary protein/branched-chain amino acid content can increase milk protein secretion but not milk yield. The infusion of insulin and dextrose increased milk and milk lactose yields, and tended to increase milk protein yield but not milk protein content. These effects are additive and translate to increased protein yield and piglet growth.
Eradication of a Large Outbreak of a Single Strain of vanB Vancomycin-Resistant Enterococcus faecium at a Major Australian Teaching Hospital

Objective:
To demonstrate that nosocomial transmission of vancomycin-resistant enterococci (VRE) can be terminated and endemicity prevented despite widespread dissemination of an epidemic strain in a large tertiary-care referral hospital.
Interventions:Two months after the index case was detected in the intensive care unit, 68 patients became either infected or colonized with an epidemic strain of vanB vancomycin-resistant Enterococcus faecium despite standard infection control procedures. The following additional interventions were then introduced to control the outbreak: (1) formation of a VRE executive group; (2) rapid laboratory identification (30 to 48 hours) using culture and polymerase chain reaction detection of vanA and vanB resistance genes; (3) mass screening of all hospitalized patients with isolation of carriers and cohorting of contacts; (4) environmental screening and increased cleaning; (5) electronic flagging of medical records of contacts; and (6) antibiotic restrictions (third-generation cephalosporins and vancomycin).
Results:A total of 19,658 patient and 24,396 environmental swabs were processed between July and December 2001. One hundred sixty-nine patients in 23 wards were colonized with a single strain of vanB vancomycin-resistant E. faecium. Introducing additional control measures rapidly brought the outbreak under control. Hospital-wide screening found 39 previously unidentified colonized patients, with only 7 more nonsegregat-ed patients being detected in the next 2 months. The outbreak was terminated within 3 months at a cost of $2.7 million (Australian dollars).
Conclusion:Despite widespread dissemination of VRE in a large acute care facility, eradication was achievable by a well-resourced, coordinated, multifaceted approach and was in accordance with good clinical governance.
