[On January 27, 1973, the Legal Committee of the International Civil Aviation Organization adopted, by a vote of 38 to 8, with 11 abstentions, a resolution recommending the ICAO Council to take specific action with regard to four proposals. In accordance with the Legal Committee’s recommendation, the ICAO Council decided to convene an extraordinary session of the Assembly and a diplomatic conference in Rome, from August 28 to September 21, 1973, and to submit the proposals to these two bodies. The Council’s decision was made on March 7, 1973.
