This article unpacks the psychological influence of a Muslim cleric’s power to mobilize for collective action in an experiment in Afghanistan. The same cleric requests contributions for a hospital from day laborers when dressed as a civilian and as a cleric. In Civilian condition, 50 per cent contributed and 17 per cent made large contributions; in Cleric condition, 83 per cent contributed but average giving did not increase as most gave the smallest possible amount. Inclusion of a recitation of Qur’anic verses in the Cleric condition maintains the 82 per cent contribution rate while increasing large contributions to 30 per cent, doubling average contributions. Formal education and subjective perception of poverty appear to drive the opposing effects of cleric and scripture. These results suggest that the power to activate spiritual channels lies in the scripture, not with the human wielding religious authority, who instead appears to induce minimal compliance with Islamic norms of charitable giving.

Studies of medical politics usually emphasize one of the following types of inquiries: (a) analyzing the internal politics of medical organizations, as with Oliver Garceau's classic study of the American Medical Association; (b) describing and explaining the roles individual physicians play in the political life of the community as voters, officials, or citizen participants in civic life; or, (c) assessing the impact of medical groups and organizations on public policy, particularly health policy. Harry Eckstein's widely known study of the British Medical Association is primarily a study of the third type, a discussion of the channels of influence, the tactics, and the effectiveness of the BMA in shaping public policy to its ends.

Voting turnout varies both over time and across space. In Britain there has been a secular trend in the postwar period for decreasing turnout at parliamentary elections (from a high of 84.1 per cent in 1950 to 75.4 percent in 1987, with a low point of 71.8 per cent in 1970). Such temporal variations in turnout are dwarfed in scale, however, by differences in turnout across constituencies at the same election. In the 1970 election, for example, turnout ranged from a low of 44.9 per cent in Stepney to 85.3 per cent in Cornwall North. Though diminished slightly, variation in constituency turnout rates remained significant in the June 1983 election (from a low of 51.8 percent in City of London and Westminster South to a high of 81.1 percent in Leicestershire NW).

This article investigates the decision-making process in the French bicameral legislature: the navette system. In this system, the legislation shuttles between the two houses until agreement is reached or until a stopping rule is applied. We examine the interaction between upper and lower houses as a bargaining game with complete and one-sided incomplete information.

The complete information model permits us to evaluate the political implications of the navette's various institutional features (where the bill is first introduced, number of iterations, final veto power, etc.). The incomplete information approach permits us to predict the duration of the navette process. Data from the French Fifth Republic in the 1959–86 period corroborate the conclusions of the model. Because the navette system is the most commonly used method of decision making in bicameral legislatures, the model can be usefully generalized to other countries.

Previous research shows that the household context is a crucial source of influence on turnout. This article sets out a relational theory of voting in which turnout is dependent on the existence of relational selective consumption benefits. The study provides empirical tests of key elements of the proposed model using household survey data from Great Britain. First, building on expressive theories of voting, it examines the extent to which shared partisan identification enhances turnout. Secondly, extending theories of voting as a social norm, it tests whether the civic norms of citizens’ families or households affect turnout over and above the social norms of the individual. In accordance with expectations of expressive theories of voting, it finds that having a shared party identification with other members of the household increases turnout. It also finds that the civic duty of other household members is important in explaining turnout, even when allowing for respondent’s civic duty.

It is a familiar mantra of American politics that the best response to dangerous speech that incites violence and spreads hate is ‘more speech’. Yet the principle obscures at least three crucial questions. Who, in particular, is to undertake the counter-speech that the doctrine recommends? What, exactly, are they required to do? And why is it morally justified to demand that they do it? This article argues that if citizens are to rely on counter-speech to defuse the dangers of dangerous expression, it is not enough to cheerlead its abstract importance and then sit back and hope for the best. Someone needs to do the work, and do it well. The article defends the thesis that all citizens have a moral duty to engage in counter-speech against dangerous expression. Focusing on counter-speech against expression that implicitly or explicitly advocates wrongful criminal violence, it argues that these duties can be derived from a much more basic normative source: the samaritan obligation, held by all moral agents, to rescue others from risks of harm. The specification of these duties' content, however, depends upon interdisciplinary work that integrates normative theory with social scientific research on human communication.

The ‘varieties of capitalism’ literature identifies the labour market and labour relations system as an institutional feature by which liberal market economies (LMEs) and co-ordinated market economies (CMEs) of advanced countries may be distinguished. This literature argues for the resilience of CME institutional features to the allegedly convergence-inducing or homogenizing effects of globalization. Resilience to convergence has also revealed different patterns of institutional adaptation to globalizing pressures among CMEs. This article examines the adaptation of labour institutions to globalization using the Northeast Asian Newly Industrialized Countries of South Korea (hereafter Korea) and Taiwan as case studies. Examples are given of how Korea and Taiwan have pursued labour market liberalization, but within institutional conditions (policies and politics) distinct from those associated with transitions to the LME. The origins of this distinctive pattern of response are explained, pointing out the need for explanations based on globalization to be supplemented by ones that emphasize economic legacies and political logics.

The principles that we use to evaluate social and political institutions have affinities for one another whose precise nature is hard to establish. We sense that a person who holds a particular principle of freedom, for example, ought for consistency's sake to hold corresponding principles of authority, equality and so forth, but we are hard put to it to explain what ‘corresponding’ means here. My intention in the present paper is to examine what kind of connections may exist between the principle of democracy and various principles of social justice, and in doing so to throw some light on the evolution of liberal thinking from the classical liberalism of the seventeenth and eighteenth centuries to the modified form of that doctrine that is prevalent in the West today. I shall try to show that changes in the liberal theory of social justice have been intimately connected to changing attitudes towards democracy as a form of government.

This article explores Stanley Baldwin's heresthetic in the 1920s. Faced by the rise of multidimensionality in the issue space of British politics, Baldwin sought initially to bring about a single-issue dimensionality through protection; this was defeated in the 1923 election which brought Labour to office, showing that the electoral system could deliver proportionality and perhaps sustain a three-party system. Baldwin's heresthetic was to recast the Conservative party as the only viable anti-socialist party, and attack the Liberal party as the obstacle to a single-issue dimension and polarized politics. New Conservatism was used to reposition the Conservative party on the class dimension and result was the Conservative landslide of 1924, which structured British politics for the next fifty years. Baldwin institutionalized a class-based two-party system and thereby secured Conservative hegemony.

The Cox proportional hazards model is a commonly used method for duration analysis in political science. Typical quantities of interest used to communicate results come from the hazard function (for example, hazard ratios or percentage changes in the hazard rate). These quantities are substantively vague, difficult for many audiences to understand and incongruent with researchers’ substantive focus on duration. We propose methods for computing expected durations and marginal changes in duration for a specified change in a covariate from the Cox model. These duration-based quantities closely match researchers’ theoretical interests and are easily understood by most readers. We demonstrate the substantive improvements in interpretation of Cox model results afforded by the methods with reanalyses of articles from three subfields of political science.

In this Note we challenge the claim asserted in a 1984 Wall Street Journal editorial that partisan gerrymandering by Democratic-controlled state legislatures is the principal reason for the inability of Republicans to translate their national share of votes proportionally into seats in the US House of Representatives. In contrast to previous work, we show the critical importance of sectional (South/non-South) differences for understanding the dynamics of electoral change at the congressional level. We argue that the inability of Republicans to translate votes effectively into congressional seats is largely a product of wasted Republican votes in the South, although we recognize that a handful of states (e.g., California) are significantly gerrymandered against Republicans, and we also recognize that part of the reason for the present-day Democratic advantage in the House is an incumbency advantage that benefits the party that controls most seats.

Contrary to the view that linguistic homogeneity is required to create a viable demos, this article argues that linguistic diversity can be a permanent feature of any democratic community, so long as there is a unified and robust voting space that provides a common intentional object, around which distinct public spheres can aesthetically organize their political discourse. An attempt to explain how such a voting space operates in Switzerland, the finest existing exemplar of a multilingual demos, is given. Following the Swiss example, the author proposes, would go a long way to constituting the European Union as a democratically legitimate trans-national demos, despite its formidable linguistic diversity.

Are welfare state reforms electorally dangerous for governments? Political scientists have only recently begun to study this seemingly simple question, and existing work still suffers from two shortcomings. First, it has never tested the reform–vote link with data on actual legislative decisions for enough points in time to allow robust statistical tests. Secondly, it has failed to take into account the many expansionary reforms that have occurred in recent decades. Expansions often happen in the same years as cutbacks. By focusing only on cutbacks, estimates of the effects of reforms on government popularity become biased. This article addresses both shortcomings. The results show that voters punish governments for cutbacks, but also reward them for expansions, making so-called compensation, a viable blame-avoidance strategy. The study also finds that the size of punishments and rewards is roughly the same, suggesting that voters’ well-documented negativity bias does not directly translate into electoral behavior.

The relationship between liberalism and democracy is notoriously paradoxical. On the one hand, the justification for democratic procedures most commonly rests on liberal assumptions. Standard liberal arguments for democracy range from the importance of consent due to the moral primacy of the individual, to the role of critical argument and the diversity of opinion for the discovery of truth. On the other hand, liberal institutional arrangements, such as the separation of powers and the rule of law, have frequently been interpreted as constraints upon democracy, albeit necessary ones if democracy is not to undermine itself. The paradox arises from the fact that liberalism provides a philosophical basis for regarding democracy as the only valid source of law whilst apparently appealing to some higher law in order to limit democracy itself. This paradox is embodied in the constitutions of most liberal democratic states. For generally these documents contain provisions – such as a bill of rights guaranteeing the freedoms of speech, assembly and association – designed to secure popular participation in the democratic process, alongside others – such as rights not obviously intrinsic to democratic decision making and mechanisms for judicial review – which seek to limit the power of democratic assemblies.

Knowledge about political representatives' behavior is crucial for a deeper understanding of politics and policy-making processes. Yet resources on legislative elites are scattered, often specialized, limited in scope or not always accessible. This article introduces the Comparative Legislators Database (CLD), which joins micro-data collection efforts on open-collaboration platforms and other sources, and integrates with renowned political science datasets. The CLD includes political, sociodemographic, career, online presence, public attention, and visual information for over 45,000 contemporary and historical politicians from ten countries. The authors provide a straightforward and open-source interface to the database through an R package, offering targeted, fast and analysis-ready access in formats familiar to social scientists and standardized across time and space. The data is verified against human-coded datasets, and its use for investigating legislator prominence and turnover is illustrated. The CLD contributes to a central hub for versatile information about legislators and their behavior, supporting individual-level comparative research over long periods.

This article discusses the accuracy and sources of economic assessments in three ways. First, following the rational expectations literature in economics, a large sample of countries over a long time period permits tests of the unbiasedness implication of the rational expectations hypotheses (REH), revealing much variation in the accuracy of expectations and the nature of the biases in expectations. Secondly, a theory of expectation formation encompassing the unbiasedness prediction of the REH and setting out the conditions under which economic expectations should be too optimistic or too pessimistic is elucidated. Zaller’s theory of political attitude formation allows the identification of variables conditioning the accuracy of expectations across contexts, drawing a link between the thinking of political scientists and economists about expectation formation. Finally, the theoretical argument that political context impacts the accuracy of average expectations is tested.

The likelihood of conflict and the observation of joint democracy tend to cluster regionally. This article tests the argument that these clusters can be explained by regional variations in the stability of international borders using a new dataset of territorial dispute hot spots from 1960–1998. These hot spots identify spatial and temporal correlations in the territorial dispute data and therefore serve as close proxies for regional or neighbourhood instability. The addition of these hot spots also eliminates a common form of omitted variable bias – the spatial clustering of conflict – in international conflict models. These results confirm that joint democracy is only statistically significant as a predictor of fatal militarized interstate disputes in more peaceful neighbourhoods once territorial hot spots are jointly estimated. The interaction between joint democracy and regional instability confirms that the effects of regime type on continued conflict apply mostly to dyads in peaceful regions.

Scholars have invested a great deal of effort in trying to estimate the impact of political campaigns on the public. While progress has been made, one fundamental problem continues to plague our attempts to study campaigns: the lack of good, detailed data about the behaviour of candidates. In the United States, for instance, the presidential battle is a national struggle that unfolds locally on the stages of fifty states, yet most data collection efforts have treated presidential elections as if they were national contests, conducted (implicitly) in an identical manner across the entire country. Using available (national) data as a baseline and theory to predict plausible variations from that baseline, the authors devise a method for simulating variation in presidential campaigns across states and over election years—one of the crucial missing pieces of the puzzle. Their method generates a range of plausible effects, which is often narrow enough to shed light on important hypotheses. It can be employed whenever data are available at a more aggregate level than is desirable. This method is then applied to assess the debate over the impact of attack advertising on turnout. This approach suggests that campaign negativism stimulated (rather than demobilized) turnout in presidential elections from 1980 through 2000.
