The Treaty of Lisbon strengthened the role of national parliaments in the European Union. It introduced an ‘early warning system’, granting parliamentary chambers the right to reject legislative proposals by the European Commission. Previous studies assumed independence between the decisions of parliaments to reject a legislative proposal. We apply recent advances in inferential network analysis and argue that parliamentary vetoes are better explained by conceptualizing parliaments’ veto actions as a temporal network. Network effects can be observed along the dimension of party families. Based on a new permutation approach, we find that parliaments with similar party majorities influence each other over the course of the decision period (‘social influence’), rather than basing their decisions independently on joint prior partisanship (‘selection’).

When autocratic ruling parties accede to democratization, they do not always fade away into history. Following forty-one transitions since 1940, including those in Mexico, Taiwan, Bulgaria and Ghana, the ruling party survived and won power after democratization. Why do some former autocratic parties prosper under democracy while others quickly dissolve? What effect does this have on democratic survival? This article uses original data to predict the post-transition fates of eighty-four autocratic ruling parties through 2015. Whereas extant theories emphasize radical reinvention and outsider struggle, the author argues that success is instead about maintaining ruling-party advantages into the democratic period. Parties succeed when they have authoritarian legacies that easily translate to democratic competition, such as broad programmatic experience, strong organization and policy success. In addition, democratic institutions that disadvantage new parties and actors benefit autocratic parties. Lastly, an instrumental variables design shows that autocratic party success negatively impacts democratic survival and quality.

Which parties benefit from open-list (as opposed to closed-list) proportional representation elections? This article shows that a move from closed-list to open-list competition is likely to be more favorable to parties with more internal disagreement on salient issues; this is because voters who might have voted for a unified party under closed lists may be drawn to specific candidates within internally divided parties under open lists. The study provides experimental evidence of this phenomenon in a hypothetical European Parliament election in the UK, in which using an open-list ballot would shift support from UKIP (the Eurosceptic party) to Eurosceptic candidates of the Conservative Party. The findings suggest that open-list ballots could restrict support for parties that primarily mobilize on a single issue.

Advocates of the welfare state often appeal to social justice as the moral basis of their claim that distribution of scarce resources ought to be made in proportion to the needs of potential recipients, at least to a certain minimum level of satisfaction. More generally, it is commonly assumed that need is certainly one and perhaps the main factor which ought to determine any just distribution of benefits and burdens. Thus, when the Labour Government abolished medical prescription charges under the National Health Service in 1964 the then Prime Minister, Harold Wilson, defended this step in the House of Commons by saying that it was ‘unjust’ to put such ‘burdens on the old and sick’ and he went on to cite the principle ‘from each according to his means, to each according to his needs’.

Samuels and Snyder in their recent article in this Journal presented an index of malapportionment (i.e., the discrepancy between seat shares and population shares by electoral districts) in national legislatures for seventy-eight countries. This short Research Note merges their index with the Gini index, a commonly used measure of income inequality, and explores cross-nationally the relationship between inequality in political representation and inequality in economic conditions.

Dodd is generally credited with providing clear empirical support for the proposition that, in the period after the Second World War, minimal winning coalitions in European party governments will tend to last longer in office than non-minimal winning coalitions. There has been a considerable body of research on this and related questions. Dodd, as well as most other authors treating cabinet coalition formation, has attempted to model features of cabinet formation such as cabinet duration or cabinet type (e.g. minimal winning v. minority government v. oversized coalitions) largely or entirely using data pooled from all cabinets in each of a number of different countries over some considerable time period. One difficulty with this method is that system-level variables (such as number of parties, or the presence of large anti-system parties), which might be able to explain aggregate-level between-county variations in cabinet type or cabinet durability, are not likely to be the same variables that are useful in explaining within-country differences. A second difficulty is that certain system-level characteristics such as effective number of parties or number of cleavage dimensions are highly correlated with both cabinet type and cabinet duration and, as a consequence, these variables are highly correlated with one another when pooled cross-national data are used. Thus, if the analyst is not very careful, results of pooled cross-national data may lead to mistakes about causal structure and a confusion of within-country and between-country effects.

This is an evaluation of the impact of corporatist and pluralist employers' associations on firms' programmatic participation in active labour-market and social policies in Denmark and Britain. Drawing on semi-structured interviews with randomly-selected companies, it explores whether employers' associations engage differently with their constituent firms in corporatist and pluralist settings, and whether corporatist countries have an advantage in implementing active social policies. Variations in type of employer organization are found to constitute a determinant of cross-national differences in business attitudes towards the welfare state. Membership in a Danish employers' association confers an entirely different set of effects from membership in a British group and associational membership is a significant positive determinant of firm participation in Denmark but not in Britain. Active social policy has been viewed as a growth opportunity in a new issue area by the Danish ‘peak’ employers' association and its sectoral members. Although this association is losing some control over collective bargaining, its constituent associations have developed other functions, such as creating deliberative forums for managers, especially at the local level. The research also highlights the role of the state in the renegotiation and survival of corporatist institutional arrangements.

Policy-making reflects the combined activity of both politicians and higher civil servants; both have their hands on the tiller of the ship of state. But they approach problems of governing from different perspectives – partisan or bureaucratic – and each has a different contribution to make. This article considers six models of the relationship, varying according to inputs of political will and the probability of programmes achieving success. They are: willpower dominates; perfectly informed trade-offs; everything is uncertain; everything is predetermined; capture by civil servants; and policies dominate. The analysis emphasizes that there is a greater need for changes in the knowledge and behaviour of politicians in office than for further reform of the civil service.

Studies of political budget cycles in developing countries have generally sought to inform understanding of short-term fiscal dynamics, but can also offer unique insight into broader political dynamics in developing countries. This article correspondingly employs markedly improved data in order to study the impact of elections on tax collection, and draw broader lessons. It shows that while elections as a group have had no significant effect on tax collection, the subset of competitive elections has had a significant negative impact on pre-election tax collection; while this effect appears to be largest where incumbents are particularly unpopular. This provides powerful evidence that the impact of elections on political incentives in developing countries is conditioned by the existence of an electorally competitive opposition, while offering preliminary evidence that popular resistance to taxation by unpopular governments may be an important means by which taxpayers may generate pressure for improved governance.

The political and economic couplings between wage bargaining institutions and macro-economic policy regimes are explored in this article. It is argued that in advanced industrialized democracies with well-organized unions and employers' associations, macro-economic performance (especially unemployment) is the outcome of an interaction between the centralization of the wage bargaining system and the monetary policy regime. Thus, a decentralized bargaining system in which the government in credibly committed to a non-accommodating monetary policy rule poses an institutional alternative to a centralized mode of wage regulation where the government enjoys macro-economic policy flexibility. Based on time-series data from ten highly organized market economies, I show that both of these institutional ‘equilibria’ produce superior employment performance, but also that the two systems are associated with very different distributional outcomes, and that they are supported by different coalitions of organized interests. In addition to predicting economic outcomes, the proposed model provides a theoretical framework for analysing institutional change in wage bargaining systems and in macro-economic policy regimes.

Turnout is in decline in established democracies around the world. Where, in the mid-1800s, 70–80 percent of eligible voters regularly participated in US Presidential elections, turnout has averaged just 53.7 percent since 1972. Average turnout in general elections in the UK has fallen from 76.6 percent during the period 1945–92, to 64.7 percent since 1997. Average turnout in Canadian federal elections has fallen from 74.5 percent during the period 1940–79, to 62.5 percent since 2000. For most democrats, these numbers are a cause for alarm. Compulsory voting is amongst the most effective means of raising turnout. However, compulsory voting is also controversial. Most of us think that coercion may only be employed against the citizenry if it is backed by a justification of the right kind. Opponents of compulsory voting charge that no such justification is available. This article resists this line of argument in two ways. First, I offer an argument from free-riding which, though gestured towards by others, and widely criticized, has yet to be defended in any depth. Second, I consider a range of objections to compulsory voting as such, arguing that none succeeds.

Do female leaders amplify the voices of other women in politics? The author addresses this question by examining parliamentary debates in the UK House of Commons. In the context of a difference-in-differences design that exploits over-time variation in the gender of cabinet ministers, the article demonstrates that female ministers substantially increase the participation of other female MPs in relevant debates, compared to when the minister is male. It also uses a measure of debate influence, based on the degree to which words used by one legislator are adopted by other members, to show that female ministers also increase the influence of female backbenchers. To explore the mechanisms behind these results, the author introduces a new metric of ministerial responsiveness and shows that female ministers are significantly more responsive than their male counterparts to the speeches of female backbenchers.

The literature on the relationship between foreign aid and institutions has found that the effects of aid vary across different donor characteristics and delivery mechanisms. This article focuses on China's resource-related development projects, which have been considered controversial due to the relative lack of conditionality. By distinguishing between vertical and horizontal dimensions of political accountability, the study finds that China's resource-related projects are particularly detrimental to the accountability of recipient countries' horizontal (legislative and judicial) institutions. These projects are often delivered to resource-rich countries, in the form of packaging access to resources and infrastructure construction, to improve China's own energy access. Local officials may be tempted to weaken horizontal institutions so that the projects can be implemented quickly. Nevertheless, these projects have little effect on vertical accountability, as China has less intention and capacity to fundamentally restrain electoral competition in recipient countries.

Relationships between the public and the political elite in Britain are generally thought to be explicable in terms of a ‘strong leadership’ hypothesis, according to which the public responds to initiatives put forward by leading political actors. Reflecting the popular will is not thought to be a highly prized activity among British politicians, who supposedly share the general cultural expectation that the public defers to the wisdom of those more knowledgeable than themselves, the public being content with the opportunity to pronounce electorally on the fitness of the Government at least once every five years. Occasionally voices are heard demanding that more attention be paid to the wishes of the general public, as in recent years in regard to the Common Market and capital punishment, but these demands have so far gone unheeded.

The 1980 American national elections produced two highly salient and widely-discussed departures from past tradition. For the first time in forty-eight years, a previously elected incumbent president seeking re-election was defeated. At the same time the Republicans, the traditional minority party, seized control of the upper house. Both events figured heavily in discussions of the American electorate's supposed turn to the right. Much of this emphasis on ideological change may be misplaced. A third, although much less noted, departure from tradition also occurred in 1980: for the first time since 1932, real disposable per capita income declined in the year preceding a presidential election. The importance of such a decline for the electoral fate of an incumbent president has been well documented. Numerous previous studies have indicated a powerful and consistent impact of changes in economic conditions on voting behaviour in presidential elections. The influence of economic conditions on the fate of the president's party in House elections is also well-documented. In the case of Senate elections, however, the literature is curiously silent.

Freedom of expression is celebrated as one of the glories of the American political system. But does all speech deserve immunity? In particular, should speech designed to vilify or degrade on the basis of race be protected? Opinions on racist speech are complicated because they must accommodate two fundamental democratic principles that operate at cross purposes: freedom of expression, which implies support for racist speech, and racial equality, which implies the opposite. Using data from the 1990 General Social Survey, we examine how Americans resolve this conflict. Our major finding is that the principle of free expression dominates the principle of racial equality. What contemporary legal scholars regard as a hard case entailing a collision of democratic principles, ordinary Americans seem to interpret as a straightforward application of just a single principle. This result mirrors and perhaps reflects a nearly century-long and mostly lop-sided debate favouring free speech among American elites.

Reformers claim that public subsidies and regulation of political finance reduce corruption in politics, while observers worry that they have no impact on corruption, or even increase it. Despite national-level debates and billions of dollars spent, few studies have tested this relationship. The authors argue that political finance reform mitigates corruption by reducing private money's importance in politics and increasing the sanctions for corrupt behavior. Elite interviews from Paraguay's political finance reform illustrate the argument and elaborate the theoretical mechanisms. The study evaluates the argument using an original dataset measuring political subsidies from 175 countries from 1900–2015, as well as disaggregated corruption measures from the Varieties of Democracy project. The findings support the thesis that political finance reform reduces corruption, even in countries where such reforms are unevenly implemented.

Compassion, theorists from Arendt to Nussbaum suggest, carries an ineluctable pressure to identify with individual suffering. The very idea of a politics of compassion verges on incoherence. Politics typically demands attention to the aggregate and it is just there that compassion falters. This is a problem for critics addressing the politics of photography, who typically presume that the point of photographs must be to elicit compassion among viewers. But a proper understanding of compassion makes this presumption highly problematic. The role of compassion in exemplary writings on the politics of photography reflects a fixation with ‘emblematic’ individual subjects in ‘classic’ American documentary practice, which prevents critics from properly grasping the best of contemporary documentary. The conclusion is that promoting solidarity provides a more plausible, if elusive, aim for the politics of photography.
