National (and international) trends in the employment of older workers show a decline in the economic participation of older people, and especially older men, since the 1970s, and general evidence of age discrimination in the workplace. This case study of the British Broadcasting Corporation (BBC) examines statistical patterns in the fortunes of staff aged 50 years and over in a company with good reason to buck the trends. The BBC is a large, publicly-funded, equal opportunities employer endeavouring to reflect a diverse nation in its staff composition. The research is in two parts. First, we carried out a comparison at five-year intervals of the age profile of the Corporation and observed trends in official retirement at age 60 and the employment of staff working beyond retirement age, from 1978 to 1993. Secondly, an age-related analysis of departures, recruitment and part-time working was undertaken for a 12-month period, from 1992 to 1993.

The research revealed the increasing marginalisation of older workers at the BBC. This accelerated during a period of substantial contraction in the latter part of the 15-year study period and led to an age profile far younger than in other public sectors such as Local Government. Pressures to become ‘lean and efficient’ appeared to have been at the expense of older workers, who were unprotected in the workplace.

Environments need to be designed such that they support successful orientation for older adults and those with dementia who often experience marked difficulties in their orientation abilities. To better understand how environments can compensate for decreasing orientation skills, voice should be given directly to those experiencing dementia to describe how they find their way and to understand their design preferences. This study explored the navigational experiences and design preferences of older adults with memory difficulties living in a retirement development. In-depth semi-structured interviews with 13 older adults experiencing memory difficulties were conducted. All participants were residents of one retirement development in the United Kingdom. Questions began broadly, for example, to describe their experiences of navigating in their living environment, before discussing any specific navigation difficulties in detail. Thematic analysis identified three main themes: highlighting environmental design that causes disorientation, strategies to overcome disorientation, and residents’ suggestions to improve the design. The design suggestions were particularly informative, heavily focusing on the importance of having memorable and meaningful spaces which were favoured more than signage as an orientation aid. The findings demonstrate the need to consider environmental design to support orientation for those with memory difficulties. Of particular importance is the use of meaningful and relevant landmarks as orientation aids which can additionally stimulate conversation and increase wellbeing. Given the range of suggestions in dementia-friendly design guidelines aimed to support orientation, it is crucial to speak directly to those living in different environments to learn how they find their way around and what design works in their environment.

Within the United Kingdom (UK), assisted living technologies are mostly provided through statutory health and social care services following assessment of individual need and application of eligibility criteria. This paper describes the first UK study to explore and develop business approaches and innovations required to make electronic assisted living technologies more accessible to consumers in their fifties and sixties. A robust mixed-method approach was used including a large sample size for a consumer survey, triangulation of methods and confirmation of research findings through validation workshops. This three-year study makes significant and original contributions to understanding consumer needs in this rapidly changing market and offers unique insights into the needs and wants of people aged 50–70. Analysis shows significant differences between consumer and business perceptions, indicating that marketing is not closely aligned to consumers' needs and is affecting the development of the market. New approaches to consumer-led business models are presented to improve information and marketing aimed at 50–70-year-old consumers. A ‘Broker/Independent Advisor’ business model showed most potential for meeting the needs of both consumer and business stakeholders. Findings support future development of an assisted living consumer market to meet growing levels of need and demand, and to offer greater consumer choice of mainstream technologies to enable people to age in place.

Older workers throughout Europe are increasingly expected to participate longer in the labour market. While training appears to increase workers’ employability, prior research indicates that employers are less prone to provide training with increasing age of the workers. In this study, we aim to provide a better understanding of what affects employers’ considerations. We conduct a vignette experiment among Dutch employers to investigate how the government and workers themselves can exert influence on employers’ willingness to provide training. Our analyses show that employers’ provision of training declines with workers’ age, and additionally reveal two mitigating mechanisms. First, government reimbursements appear to work as a buffer: when reimbursements are offered, the decline in employers’ willingness to offer training is less pronounced throughout workers’ careers. Second, workers’ interest in training has a delaying effect: when workers are interested in training, employers’ willingness to provide training remains rather stable until workers are aged about 55, and decreases only afterwards. This contrasts the constant decline with age when workers had no interest in training. Our findings emphasise that employers’ considerations cannot be understood without taking the context into account, because governments and workers can affect employers’ decisions through cost reduction and social exchange relations, respectively. More research is needed to disentangle other possible underlying mechanisms.

Men's Sheds are entrenched throughout Australian and international communities due to their popularity in attracting mainly older men to come together and undertake various social and workshop activities. A growing body of research has emerged where men associate regular Shed participation with improved social, emotional and physical wellbeing. However, few studies have examined Aboriginal men's engagement in Men's Sheds. This article reports on a study that investigated how a cohort of older Aboriginal men from one rural Tasmanian community consider the benefits of engaging in their local Shed. A community-based participatory research approach was developed in consultation with Aboriginal community leaders to ensure the study supported the community's expectations. Interview data from ten Aboriginal men combine to represent the Shed environment as an enabling therapeutic landscape, with key themes represented as domains of belonging, hope, mentoring and shared illness experiences. Shed activities were premised on these men co-creating an informal, culturally safe and male-friendly community environment to enjoy the company of other men. The created Shed environment was mutually beneficial as the participants reported improved wellbeing despite living with the effects of declining health and ageing. The findings inform Aboriginal communities and health-care stakeholders to consider the unique role of Men's Sheds for enhancing the health of an ageing male population.

The long-term care sector is generally characterised by low pay and difficult working conditions. Understanding pay structures and differentials within this sector is important in enhancing recruitment, retention, quality of care and productivity. This article uses new national data on the long-term care workforce in England to investigate employer and individual effects on pay levels and differentials, using mixed-effects modelling controlling for region, sector and employer hierarchical factors. We further examine whether gender and ethnic pay gaps exist among different groups of workers. The results indicate a significant relationship between sector and pay across different job roles. The analysis further identifies ethnic and gender pay differences even after controlling for the effects of sector and individual employers. The implications of this are discussed in relation to sustaining the care workforce in the context of an ageing society and the potential for structural employment marginalisation to reflect the marginalisation of older people receiving care.

In the transition to democracy and a market economy, the Central and Eastern European countries experienced rapid and fundamental changes. Large-scale emigration flows and pronounced reductions in previously universal welfare systems increased the phenomenon of ‘left behind’ older adults. We examine this phenomenon in the case of Poland, a rather family-oriented society which in recent years sent most emigrants to Western Europe in absolute terms. Employing a support system framework and representative survey data, we enquire into older adults’ support patterns. Our results suggest that older adults in Poland rely predominantly on family support, although this varies greatly across living arrangements. We also find a positive association between distance separating parents and their closest child, and support from at least one non-kin. Yet, our findings reveal differences between practical and emotional support, with the latter being more likely to be provided by non-kin, but with distance mattering to a lesser degree. Parents with very distant child(ren) are few and differ only from parents with very proximate child(ren), a finding prompting the question as to what is the difference between being ‘left behind’ by international and by internal migration. We conclude that the phenomenon of ‘left behind’ in Poland, at least in terms of support, is less a matter of children's migration and more an issue of household and regional context.

Many have presumed that in developing countries contact with children is beneficial to older people's wellbeing, and particularly that women receive more support from children than men because of their lifelong commitment to family responsibilities. This study questions these stylised notions through an analysis of 22 life histories of older women and men living in a district with high rates of social exclusion in Buenos Aires, Argentina. It focuses on the subjective accounts of relationships with children and grandchildren and their influence on current wellbeing. The life histories reveal complex lived experiences and the significance of key events. The informants speak of the anxiety and harm caused by struggling children, about problems of remote relations with successful children, and of the insecurity of the neighbourhood. The analysis contrasts a materialistic interpretation of the influence of children on older people's wellbeing with the informants' more holistic evaluation of family relationships. By applying a lifecourse framework, we demonstrate among other things that children may be a key source of vulnerability for older people, that the gendering of parent-child relations and later-life wellbeing is nuanced, and that both local and national conditions influence relationships with specific children, with implications for the intergenerational transmission of wellbeing.

While experiences of later-life homelessness are known to vary, classification of shelter, housing and service models that meet the diverse needs of older people with experiences of homelessness (OPEH) are limited. To address this gap, a scoping review was conducted of shelter/housing options, supports and interventions for OPEH. Fourteen databases were searched for English-language peer-reviewed and/or empirical literature published between 1999 and 2019, resulting in the inclusion of 22 sources. Through a collaborative, iterative process of reading, discussing and coding, data extracted from the studies were organised into six models: (1) long-term care, (2) permanent supportive housing (PSH), including PSH delivered through Housing First, (3) supported housing, (4) transitional housing, (5) emergency shelter settings with health and social supports, and (6) case management and outreach. Programme descriptions and OPEH outcomes are described and contribute to our understanding that multiple shelter/housing options are needed to support diverse OPEH. The categorised models are considered alongside existing ‘ageing in place’ research, which largely focuses on older adults who are housed. Through extending discussions of ageing in the ‘right’ place to diverse OPEH, additional considerations are offered. Future research should explore distinct sub-populations of OPEH and how individual-level supports for ageing in place must attend to mezzo- and macro-level systems and policies.

Elderly storytellers are often at pains to represent multiple past identities even within the scope of a single account. Some of these identities may be incompatible, as when the teenage hell-raiser straightens out to become the perfect home-maker, and then after her husband dies becomes a successful business woman. Retrospective reassessment follows from long and varied experience, and hence becomes a natural resource for storytellers old enough to have had the time to re-evaluate events. Further, comments about people and places from the past automatically force a shift between the telling frame and the narrative frame; they create the impression that the teller's present identity is not representative of all aspects of the narrator's projected identity. In addition, elderly narrators insert others' perspectives into their stories, as when a widow explicitly introduces the perspective of her deceased husband into a story in progress. Elderly tellers convey multiple identities beyond what they project, and their listeners form opinions of them based both on what they reveal about their pasts and how they reflect on them from their current perspectives, and this also results in the construction of multiple and on occasion conflicting identities. This article reports an analysis of such discourse practices in stories told about themselves by people aged 80 or more years living in Indiana.

In this article we present the results of a panel survey in which 242 men aged 40 to 55 were followed for approximately seven years after they became involuntarily unemployed. The study focused on reintegration probabilities of the older workers and on the question of their reaction to a situation of prolonged unemployment. The study shows that if policy is not changed, the probability of the reintegration of older, long-term unemployed persons into the labour force will remain extremely low. Re-entry via a ‘normally’ functioning labour market (formal application procedures and official job intermediaries) takes place almost exclusively during the first year after dismissal. If a new job is not found, a resigned feeling occurs among almost all of this older unemployed group. Most of the older people adjust to the new circumstances sooner or later. If one wishes to protect older persons from the trap of long-term unemployment (and in many cases total exclusion), more rapid interventions must be made, and reorientation and retraining efforts must be started sooner, before it is ‘too late’. From the employer’s point of view, there is not much interest in those who are still unemployed after one year.

Recently, the number of education programmes addressing person-centred approaches to long-term residential dementia care has increased, and nursing assistants (NAs) are often the target audience. The effectiveness of employee education programmes is actively debated, and our objective is to contribute to this discussion by exploring the knowledge NAs acquire through practice. We examined approaches to person-centred care generated during a series of interviews with NAs, and compared these to the content of five frameworks for person-centred dementia care. Our results suggest that although NAs acquire significant knowledge about person-centred dementia care during the course of their work, application of person-centred care strategies varies across NAs. We propose ways of enhancing NA education in order to address gaps in knowledge. We also recommend sustained attention to organisational factors that contribute to variability in practice.

It has been argued that older people's civic engagement has benefits for both individuals themselves and the community more broadly. Removing barriers to participation is, therefore, essential. However, the multi-dimensional nature of civic participation, as well as the different issues raised by recruitment and retention, complicate this. This study explores the barriers to retention of Spanish older people in political organisations, as one important type of participation that has received little attention in the literature to date. A total of 192 people aged 65 and over and actively engaged in three kinds of political organisation participated in this study. Participants answered an open-ended question regarding perceived barriers to continued involvement. Results show a range of reasons for potential future disengagement from political organisations. These barriers fit into three overarching categories related to changes in means, motives or the opportunity context for participation. Means-related barriers were by far the most frequently identified type of barrier. Both the type of organisation and some socio-demographic and participatory characteristics have an impact on the reasons respondents indicated they may potentially stop participating in future. Results suggest the necessity of a more nuanced and multi-faceted approach to understanding barriers to participation. Particularly, the development of retention strategies by political organisations should take into account the specific characteristics of the individuals and organisations they are targeting.

Old age is a priori a vulnerable stage of the lifecourse. Quality of life can be expected to decline in older age due to loss, isolation, and declining cognitive and physical abilities. The purpose of this study was to investigate the distribution, prevalence and trajectory of life satisfaction (LS) as a measure of quality of life among Swiss elderly women. We also assessed the impact of different social determinants on LS within the age categories of the ‘young old’ and the ‘old old’ across different cohorts. Using the Swiss Household Panel survey data, analyses of LS distribution and trajectories were conducted for 1,402 women aged 65–84 years. About 50 per cent of elderly women in Switzerland were very satisfied with their lives. The mean LS score and the prevalence of satisfied women were lower in more recent cohorts of identical ages. However, their LS remained more stable over ageing than was the case in former cohorts. High education, satisfaction with income, social support, living with a partner and good self-perceived health were all positive and significant predictors of LS. Longitudinal analyses allowed the ageing process net of cohort and period effects to be disentangled and the assessment of the influence of both social determinants and within-individual psychological traits on the self-evaluation of LS.

Due to urbanisation in China, about 7.74 million older people have migrated to urban centres, where their adult children reside and work, to care for their grandchildren. While older migrants may benefit from family reunion and mutual support, empirical studies have identified challenges to adaptation, integration and mental health. Employing a systematic literature review approach, this paper examines recent empirical studies on the mental health of older migrants migrating along with adult children in China, focusing on mental health and wellbeing outcomes and determinants and directions for social work interventions. It identifies directions for considering diversity in conceptualisations of mental health and in theoretical perspectives to enrich understanding of the experiences of Chinese older migrants migrating along with adult children and potential interventions.

How do grandparents spend their child-care time? We examine how the composition of grandparent child care differs from parent child care, and whether child-care composition is more gender-similar for grandparents than for parents. Using the most recent (2006) Australian Bureau of Statistics Time Use Survey, we investigate along three dimensions: (a) the activities child care consists of (routine versus non-routine), (b) whether it is multi-tasked (and whether it is paired with productive activities or with leisure), and (c) whether it is done solo or with a partner present. We find fathers and grandmothers' active child care is similarly apportioned between routine and non-routine activities, while mothers spend much more, and grandfathers spend much less, of their child-care time in routine care activities. Fathers and grandfathers spend similar proportions of their child-care time multi-tasking with leisure (about 50%) and performing care without their spouse present (about 20%), differing significantly from women on both these measures. Gender differences in the proportion of child care multi-tasked with productive activities (paid work, domestic work or other child care) are the same in both generations, but gender differences in the proportion of child care that is spent in routine activities, and that is done without a partner present, are significantly less for grandparents than for parents. The narrower gender gaps result from grandmothers spending less of their child-care time on these measures than mothers, not from grandfathers spending more of their child-care time on these measures than fathers.

As is now widely recognised, children, but especially daughters, are often involved in providing their elderly infirm parent(s) with care and tending. This paper seeks to examine two aspects of this care provision. First, how it relates to the nature of kinship solidarity between parents and adult children during other phases of their lives. More specifically, it will be suggested that while children are usually thought to bear some responsibility for their parents' welfare, actually providing support can none the less entail a far more extensive commitment than is normally expected of them. Yet the paradox is that such caring often seems to intensify feelings of responsibility rather than generate a sense of moral worth amongst those most highly involved. The second part of the paper examines some of the factors responsible for this. It will argue that the responses of carers to their situation need to be understood in terms of the immediate social environment in which they find themselves. In particular, what needs to be recognised is the sense of individual, rather than shared or collective, responsibility which develops.

The introduction of cash-for-care schemes such as individual or personal budgets in England has been seen as central to the personalisation agenda for reforming the delivery of adult social care. However, despite there being 5.2 million carers in England and Wales, the initiative concentrates predominantly on the needs of the service user. The implementation of individual budgets (IBs) was piloted within 13 local authorities during 2005–2007 and the Department of Health commissioned an independent evaluation of this pilot (IBSEN). The focus was only on the service user in the evaluation and therefore a separate but linked study was set up to evaluate the impact and outcomes of IBs on carers. Carers of service users who had consented to take part in the main IBSEN study were identified and invited to participate in a follow-up study aimed at exploring how IBs impacted on carers and the caring role. The study found that the receipt of the budget was significantly associated with positive impacts on carers' reported quality of life and, when other factors were taken into account, with social care outcomes. These outcome gains were achieved despite no higher costs being incurred to the public purse, thus suggesting that IBs for service users are cost-effective for carers.

In several European countries, older unemployed people, after reaching a certain age, are entitled to unemployment benefit payments without having to seek new employment. The coexistence of this exemption clause and of reforms aimed at containing early retirement in the respective countries reflects a conflict of political aims – on the one hand, between an efficient labour-market policy at a time of high unemployment, and on the other hand, the goal of the comprehensive activation and labour-market integration of older workers as a response to demographic change. This paper deals with the reasons for the transfer of older long-term unemployed people on to ‘facilitated benefits’ for labour-market withdrawal in Germany. The empirical analysis shows that low or no propensity to work was rarely the motive for leaving the labour market; in particular, those anticipating a low retirement income actually wanted to be re-employed. The vast majority gave three reasons for the decision to retire: an inability to cope with requirements of available jobs; a lack of job opportunities; and an absence of proper support from the public employment agency. Thus the withdrawal of older long-term unemployed people into pre-retirement cannot be attributed to a utility-maximising decision in favour of leisure and against gainful employment, but is the primary result of the scarce re-employment prospects.

In Europe, older women are more likely than older men to be living in poverty, and the contrast is directly related to their domestic roles and labour market position during earlier phases of their life courses. Despite Sweden's well-developed social security system, the generalisation applies to its older women. This paper examines the current incomes and life courses of 14 middle-aged and older Swedish women who have periodically had to rely on social assistance. Their circumstances and living conditions are considered in relation to their earlier lives and to the contextual conditions of the country's welfare state. Both life course and feminist perspectives are applied. All the interviewed women had been the main carers of their children, and had worked part-time or in low-paid jobs. Their formal employment histories have been the foundation of their vulnerable economic situation in older age, which the Swedish social security system does little to combat. Unless the bases and assumptions of the social security model are changed, there will continue to be many older women who live a life of poverty or near poverty.
