Introduction to Part Two
Part One argued that success in agricultural transformation does matter. Whether agriculture is the primary engine of growth or not, Part One showed that agriculture has and therefore can make an important contribution to overall growth and poverty reduction. Part One took a long and broad view of the process by analyzing a wide range of country cases drawing upon economic history and post-WWII experiences worldwide. Thus the focus of policy and research attention should not be on whether to promote a successful process of agricultural transformation, but on how to do so. Part Two focuses on the how.
The basics needed are not in question: Traditional modes of production have to be replaced by technology and economic organization of farming that will generate sustained increases in agricultural productivity. This transformation requires investment. The main question then is: What are the conditions for such investment on a sustainable basis? Part Two addresses this question.
