Summary
A salient phenomenon in the Chinese bureaucracy is the collusive behavior among local officials across offices or hierarchical levels to forge strategic alliances for the purpose of building up administrative achievements to meet the demands of the higher authorities or for covering up problems in the process of policy implementation. As I argue in Chapter 1, variable-coupling between central and local governments and interactions between formal and informal institutions are key mechanisms to respond to these tensions. In fact, collusive behavior among local governments plays a central role in making these variable-couplings feasible.
