Summary
My Lord:-Sofia, 7th April 1919
With reference to my despatch No. 4 of the 5th ultimo relative to the Manifesto issued by the Macedonian Internal Revolutionary Organisation in favour of Autonomy for Macedonia, I have the honour to enclose herein a translation which I have made from a Turkish version of this Manifesto, as issued to the Mussulman population in the name of the Serres section of the Organisation in question.
2. I also take this opportunity of transmitting to Your Lordship 5 copies of a “Memoir” drawn up by the “Executive Committee of the Brotherhoods of the Macedonian Emigration in Bulgaria,” which have been deposited at the British Mission by a deputation of that body for transmission to the Prime Minister, Mr. Balfour, Mr. Bonar Law, Mr. Barnes and Sir Robert Borden respectively.
3. This “Memoir” bears the signatures of Mr. Ivan Karandjuleff Procurator General at the High Court of Justice, as President of the Committee, Dr B. Tatartcheff and Professor D. Michaileff as Vice-Presidents, Messrs TH. Pavloff, formerly Deputy for Skopje in the Bulgarian Sobranie, Dr Stanischeff and Professors Bajdaroff & N. Stoyanoff as members. After endeavouring to establish by means of the usual historical review, by quotations from books on travel & ethnology, from the Middle Ages downwards, and by excerpts from diplomatic correspondance & various public acts, such as the protocols of the Ambassadorial Conference of Constantinople in 1876, that the population of Macedonia is essentially Bulgarian, it concludes by urging that a plebiscite of the inhabitants should be taken under the following conditions:-
(1.) that all Serbian & Greek troops & authorities be withdrawn from Macedonia & replaced by those of some impartial State, under whose protection the population might be free without fear to express its real desires;
(2.) that all those who have been driven to emigrate from Macedonia in the course of the recent troubles should be allowed to return freely & record their votes together with the remainder of the population;
(3.) that Macedonian emigrants in America should likewise have an opportunity of expressing their wishes;
(4.) but that immigrants from other portions of the Balkans, settled in Macedonia subsequently to 1913, should not be given the right of voting.
